Framework agreement regarding the purchase/hire of copiers/multi-function machines with associated service agreement

The Hadeland Procurement Co-operation with the municipalities of Jevnaker, Lunner and Gran, invite you to an open tender contest for joint framework agreement on delivery of copiers/multi-function machines and associated servicing. The agreement shall be used by the client's businesses/entities when products included in the agreement are to be procured. Procurement beyond the framework agreement shall be able to carried out by purchase or hire of the products. Duration of the framework agreement is three years with an option for a one year extension.
As a result of the municipality reform, the municipalities are examining different alternatives for the municipal merger. In the event of any municipal merger during the agreement period, the framework agreement shall be able to be transferred to a new municipal/legal entity that the Contracting Authority becomes part of. The municipalities shall also have the right to terminate the framework agreement in the event of a municipal merger.

The municipalities in the procurement co-operation have mapped 114 copiers/multi-function machines where of 104 are hired machines but 10 machines are owned by the municipality. Based on the age of the machines and expected future need, a normal replacement schedule suggests that during the agreement period of 3 years, the municipalities will have an estimated need for approx. 80-90 machines. If the right to extend the agreement for up to 1 year is utilised, most of the machinery may be replaced during the agreement period. See the tender documentation for further information.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) The tenderer shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
2) The management, employees and tender shall have high ethical standard and professional business conduct:
Documentation requirement: Self-declaration for ethical requirements.
Økonomisk og finansiell stilling:
— Annual financial statements for the last 3 years including the board's annual report and the auditor's statement.
— Credit rating, carried out by a publicly approved credit rating institution, confirming that the tenderer is credit worthy. The credit rating shall not be older than 6 months and it shall be based on the last known accounting figures.
Minste nivå(er) av standarder: The tenderer must have the financial capacity to implement the contract.
Teknisk og faglig kapasitet:
1)
— All Norwegian tenderers shall, at the latest by the time the contract is signed, present documentation confirming that the supplier is a member of a recycling scheme or meets this obligation through own recycling with own scheme for final processing where any packaging is dealt with in an environmentally-friendly manner (Grønt Punkt Norge AS or equivalent recycling scheme). The minimum requirement for submitting a tender is that a copy of the started work is enclosed.

2. Statement regarding the tenderer's quality assurance system/quality management system.
If the procedures are described in the company's quality assurance or environment management system in accordance with ISO 9001 or 14001 or an equivalent third party verified system, it is sufficient to enclose a valid certificate on this.
Minste nivå(er) av standarder:
1) The tenderer is required to have environmentally sound handling of:
— packaging;
— electrical and electronic products (EE waste).
2) The tenderer is required to have a good and well-functioning quality assurance system for the services that shall be delivered.
