Enova wishes to enter into a framework agreement with one company that shall plan, implement and analyse various types of qualitative and quantitative surveys. Annually Enova conducts five-eight market surveys within the following areas:
- Reputation surveys
- Measuring the familiarity of Enova and the knowledge of the company's services
- Examining the effect of Enova's communication activities
- Testing of concept in relation to advertising/communicating
- Participation in other relevant market surveys.
The objective of the surveys is to achieve a decision basis for the strategy and planning works, as well as measuring the effect of the communication works.

REQUIREMENT:
The tenderer must be a legally established company.
DOCUMENTATION:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
REQUIREMENT:
The tenderer shall have sufficient financial strength to be able to comply with the contractual obligations.
DOCUMENTATION:
The tenderer's annual accounts including notes with the Board's and the auditor's reports from the last two years.
If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the previous year's Annual Financial Statements should also be attached.
The Contracting Authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
REQUIREMENT:
The tenderer must have adequate implementation ability.
DOCUMENTATION:
A short, overall description of the company shall be given, including:
— An account of the company's business concept and core competence related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a description of the current business.
— Description of how the tenderer is organised for the implementation of this contract.
— A brief description of the overall quality assurance system that the tenderer will use for carrying out this contract.
The description must document that the tenderer is capable of fulfilling the contract for Enova.
The tenderer shall have good experience from similar assignments.
References from minimum three corresponding assignments the last three years. The description of the references shall as a minimum contain:
— A brief description of the assignment.
— Date of execution.
— Scope of the assignment in monetary amount.
— Name, and telephone number of the reference person at the contracting authority.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
