Oslo kommune Boligbygg Oslo KF (Oslo municipality, the Municipal Undertaking for Social Housing)

The Municipal Undertaking for Social Housing shall enter into parallel framework agreements on project management.
The Municipal Undertaking for Social Housing's operation and investment projects are conducted by 3 divisions in the property department in the Municipal Undertaking for Social Housing, and mainly comprise:
— The Development Division: this division identifies and develops projects in the early stage of implementation, including implementation of preliminary projects.
— The Extension Division: this division executes engineering design and implementation of investment projects, including new buildings and complete reconstruction on existing buildings.
— The Maintenance Division: this division implements ordinary restoration projects/periodical maintenance services, e.g. restoration of pipe trunks and wet rooms, facades and roofs, stairways as well as complete restoration projects/complete reconstruction on existing buildings.
— 2 different types of project managers are required for the various projects: category 1: renovation projects, and category 2: development projects.
The various projects are of various values, from 1 000 000 NOK to 300 000 000 NOK. The contract includes project management and follow-up of operation and investment projects. The annual value is approx. 150 000 000-200 000 000 NOK.

Beskrivelse av opsjoner:
The framework agreement period is 2 years from the date of contract signing. The contracting authority has the option to extend the contract for a further 1 + 1 year.

The tenderer shall be a legally established company:
—Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have the sufficient financial capacity to implement the framework agreement:
— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures.
The Municipal Undertaking for Social Housing reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
1. Good experience from similar assignments. Including, but not limited to:
— experience with public contracting authorities;
— experience with projects of various magnitude;
— experience with various contract practice;
— experience with Oslo municipality's investment policy;
— various contracting authorities' experience with the tenderer.
Overview of the tenderer's principal, relevant contracts in the last three years, including information of:
— the contracting authority (including name, telephone no. and e-mail address);
— type of project;
— type of agreement (framework agreement/single procurement);
— the projects' contract practise;
— the role in the reference project;
— the value of the project;
— date.
Annexes are asked to be completed It is emphasised that this applies to the company's experience.
— The tenderer should submit three certificates from previous agreements, containing information of whether or not the works have been professionally and properly executed. Annexes can be filled in, or the tenderer can submit a separate form filled in by previous contracting authorities.

2. Sufficient capacity and suitable manpower to implement the contract.
An overview shall be given of the company's total manpower and an account that states the company has sufficient capacity and suitable competence to implement the assignment. It is emphasised that CVs shall not be submitted.
3. It is required that the tenderer have a well functioning quality assurance system.
— Certificate of the company's quality system/management system issued by independent bodies, which confirms that the tenderer complies with certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
