Framework agreement profiling articles

Skatteetaten (The Norwegian Tax Administration)

A nationwide framework agreement shall be signed for all types of profiling articles for the Norwegian Tax Administration. These shall include so-called ‘giveaways’, clothing (excluding workwear) and gift articles (representation and company gifts). Printed matter is not included in the contract as the contracting authority has a separate framework agreement for printed matter.
One contract shall be signed for standard procurements and a contract with three suppliers shall be signed for project procurements. I.e. a contract will be signed with a main supplier for all standard procurements under 50 000 NOK excluding VAT, and in addition parallel framework agreements shall be signed with 3 suppliers for project procurements (procurements over 50 000 NOK excluding VAT). Call-offs will be made via mini competitions.

Requirement:
Tenderers shall be a legally established company.
Documentation:
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Tenderers must have met their obligations with regard to the payment of tax and VAT.
— Tax and VAT certificate.
This is a new tax certificate from 14.10.2014. The tax certificates that are now issued are joint certificates for tax, payroll tax and VAT. The tax certificate on form RF-1244 is no longer issued. The certificate is to be ordered and downloaded from Altinn by using the link mentioned above. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed.

The certificate must not be more than 6 months old, from the tender deadline. Any arrears and other notes must be explained.
Økonomisk og finansiell stilling:
Requirement:
The supplier must have sufficient financial capacity to carry out the contract.
Documentation:
— Enclose the company's most recent Annual Report to Brønnøysund Registre Centre and new information of relevance to the company's fiscal figures.
— Credit rating from a certified credit institution.
The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 3 years. The key figures for liquidity and the equity ratio must be shown on the credit rating.
Teknisk og faglig kapasitet:
Requirement:
— Good experience is required from similar contracts.
— Tenderers shall have quality assurance routines adapted to this delivery.
— Tenderers shall have routines for environmental management.
Documentation:
— List of the most important deliveries or services peformed in the last 3 years, including information on the value, date and name of the public or private recipients. This shall also be documented for any sub suppliers.
— A description of the tenderer's quality assurance methods.
If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to enclose a copy of a valid certificate.
— Tenderers shall enclose certificates or attestations that document that the tenderer complies with relevant European or international environment management standards. Other documentation of equivalent environment management measures can be presented.
