Framework agreement, procurement of SMS services

The Norwegian Government Security and Service Organisation (DSS) is currently operating several technical systems that are dependent on providing information to users through SMS. At present the Norwegian Government Security and Service Organisation has an agreement with a provider of SMS services. This agreement expires soon. This applies to i.a. issuing passwords for access to the guest network in the ministries community, as well as issuing passwords for remote access to the system for all employees/users It is also required a SMS system in connection with administrative communication with the Norwegian Government Security and Service Organisation's security staff. HR uses SMS for communicating with the security staff when summoning substitutes, making agreement regarding working hours, etc. (connected to the manning system Gat from Gatsoft). The Norwegian Government Security and Service Organisation wishes to enter into a framework agreement with one service provider who can cover the Norwegian Government Security and Service Organisation's total requirement for SMS services with accompanying support, for the next two years with an option for prolongation of the contract with one+one year.
The agreement shall be entered into as a framework agreement in such a way that the Norwegian Government Security and Service Organisation and the Ministries Community are ensured flexibility in relation to making call-offs when more SMS services for new IT systems are required, or if some of the existing systems shall be concluded. The agreement is expected to be dynamic, which means that SMS services can be changed during the contract period. It may for instance be necessary for a larger degree of both-way communication during the agreement period.
