Boligbygg Oslo KF executed approximately 50-60 procurements annually. It is the procurement consultants at Boligbygg that actively carry out the procurements. Basically, Boligbygg has the capacity to carry out most procurements themselves, but in extremely hectic periods with many procurements or during illness, it can be necessary to hire in procurement assistance. Tenderer must therefore handle periods with assignments and other periods with multiple assignments.
Boligbygg has procurements in the areas of building and construction, services and goods. The procurements vary in scope and there is an even distribution of procurement in all 3 sections of Laws and Regulations on Public Procurements. There is also an even distribution of framework agreements, contracts and operational service agreements.
The agreement will primarily regard the execution of operative procurement. This involves the preparation of documents, evaluation of tender offers, administrating/following up of tenderers during the procurement process, as well as general procurement consulting.

The tenderer shall be a legally established company:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract:
— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures.
The Municipal Undertaking for Social Housing reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the Board's Annual Reports and the Auditor's Reports, as well as recent information of relevance for the Company's Fiscal Figures).

Teknisk og faglig kapasitet:
The business must have good experience from equivalent assignments. ‘Equivalent assignments’ means:
— experience with public procurement,
— experience with different procurement procedures,
— experience with procurements of building and construction, as well as services and goods.
— Overview of the tenderer's important, relevant deliveries during the last 3 years including information about Contracting Authority (with name, telephone and email), Dates, the Project's Value and Description of the Work that was carried out. Annex 2 can be filled in, or a separate form can be used. The Contracting Authority reserves the right to contact the references.

An overview is to be given of the number of personnel the tenderer has at their disposal for fulfilment of the contract, and a report for how the business can handle periods without assignments and other periods with multiple simultaneous assignments.
