The aim of the framework agreement is the delivery of precipitating chemicals and other chemicals, aluminium-sulphates/chlorides to water and sewage installations for Våler, Åsnes, Grue, Kongsvinger, Nord-Odal, Sør-Odal and Eidskog municipalities as well as GIVAS.
The production and delivery of precipitating chemicals shall comply with the current laws and regulations that apply for the production and turnover of chemicals for water and sewage installations as well as the regulations for water supply and drinking water.

The supplier shall have his tax and VAT payments in order.

— Foreign suppliers must provide certificates from equivalent authorities to the Norwegian authorities.

The supplier shall be a legally established company.

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the supplier is established.

— Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The rating should be carried out by an officially approved credit rating institution.

Teknisk og faglig kapasitet:

References from a minimum of three customers that the supplier has had assignments for in the last 3 years.

Documentation

The description must include the contract's extent and recipient (name, phone number and e-mail address). References must be contactable if necessary to clarify the relevance of the contract. However, it is the supplier's responsibility to provide a description documenting relevance.

A good and well-functioning quality assurance system is required for the services that will be provided.

Statement regarding the service provider's quality assurance system/management system

A copy of the system certificate issued by an accredited certification body or equivalent documentation.

In order to ensure that relevant environmental requirements in the contract are fulfilled, the supplier is required to have sufficient relevant environmental competence, management systems and routines for quality assurance for the services included as regards the production, storage and transport of products that shall be delivered.

An account of the supplier's environmental competence and routines that document that the requirement is met as regards the production, storage and transport of products that shall be delivered. If this is described in the organisation's quality or environmental management system in accordance with ISO 9001, and ISO 14001, or other third party verified systems, it is sufficient to submit a copy of the current certificate.
