Hordaland fylkeskommune wants to enter into a framework agreement with several tenderers for assistance in advising, analysis and reporting of transport related issues. The contest is divided into 2 packages (transport queries and toll money queries) and it is possible to submit a tender offer on both or only 1 of the packages. The framework agreement period is 2 years. The contracting authority shall have an option for a prolongation of the framework agreement for a further 1 + 1 year. The maximum total agreement period is 4 years.

The tenderer must be a legally established company.
Documentation requirement: Norwegian companies: Company Registration Certificate: Verification that the company is registered in the trade or business registry as prescribed in the legislation of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to implement the assignment/contract.
Documentation requirement: The tenderer's Annual Financial Statements including notes with the board's and auditor's reports from the last year. If the Annual Financial Statement for the last year has not been completed by the tender deadline for this competition, provisional Annual Financial Statement for last year must be provided. The contracting authority reserves the right to obtain a credit rating of the tenderer. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:
The tenderer shall have a relevant experience from equivalent assignments during the last 3 years.
Documentation requirement: Description of the tenderer's two most relevant assignments during the last 3 years. The description must include information about the value of the contract, time and recipient (name, telephone number and email address). References can be contacted for clarification of relevance of the contract. However, it is still the tenderer's responsibility to substantiate relevance through the description.

The tenderer must have the sufficient implementation ability and capacity to deliver the required services.
Documentation requirement: The tenderer shall provide a brief and general description of the company, including a description of the company's business concept, the general organisation and number of employees, as well as the core competence in relation to the delivery.

Documentation requirement: Description of the tenderer's quality assurance system/quality management system or copy of system certificate issued by accredited certification bodies, or equivalent documentation.

Innskudd og garantier som kreves:
The tenderer shall be up to date with: the payment of tax and VAT.
Documentation requirement: Tax and VAT certificate from The Norwegian Tax Administration, not older than 6 months calculated from the tender deadline. Foreign tenderers shall submit certificates from authorities equivalent to the Norwegian authorities.
