Framework agreement, loans to Tromsø municipality

Tromsø kommune (Tromsø municipality)

The tender contest involves ordinary municipal loans (debenture loan) for Tromsø municipality and the Port of Tromsø.
The procurement will also include any refinancing of existing debenture loans and refinancing of loans in the bonds and debenture market.
The framework agreement will not include loans in the obligation and debenture market and interest rate agreements.
The contract is for 1 year with an option for the contracting authority to prolong the contract for up until 3 years, with 1 year at a time (total of 4 years).
The estimated loan requirements during the agreement period (for each participant) are listed below. The figures are an estimate and cannot be seen as binding as the need can change.
The participants shall raise the debenture loans from the provider(s) whom the framework agreement was entered into, and the selected providers are obliged to respond to the loan request in accordance with the framework agreement. The provider is free to evaluate own lending options, but must nevertheless respond to the loan request.
In case of call-offs against the framework agreement(s), each party must be liable as a joint contractor for implementation of the delivery.

Certificates of registration in a professional register as determined by the laws of the country where the supplier is established, for example the Brønnøysund Business Register (company registration certificate), as well as any established classification for the register where applicable.

Certificates issued by the competent authorities in the member country where the tenderer is established, confirming that the tenderer have met the obligations with regard to the payment of taxes and social security contributions in accordance with the legal requirements of the relevant country. Økonomisk og finansiell stilling:
The last annual accounts, including the annual report of the Board and the auditor's statement. Bank total assets — the Bank's total bank assets per 31.12.2014 shall be stated.
Teknisk og faglig kapasitet:
The management, employees and tender shall have high ethical standard and professional business conduct. The tenderer shall enclose with the tender a self-declaration regarding ethical requirements.
Tenderers must be certified by a professional register/inspection authority as mandated in the law in the country where the tenderer is established. Tenderers shall enclose approval/a licence to operate the business in question issued by a national authority. A print out from the concession register is to be enclosed.
