Framework agreement — Joinery and carpentry work

Undervisningsbygg Oslo KF

Undervisningsbygg shall enter into parallel framework agreements for joinery and carpentry work. The framework agreement is for planned maintenance work and minor renovation projects that Undervisningsbygg carry out whilst a school is open. The framework agreement also includes a 24 hour duty scheme for acute improvement work.
The framework agreement is for Undervisningsbygg's properties, mainly in Oslo.
Framework agreements will be entered into with 4 to 6 tenderers. The planned start-up is August 2015.
The selected tenderers will be awarded up to four school groups each, called ‘geographical area’. Each school group has approx. 12-20 school properties, sports halls and swimming pools. See the attached overview of schools and groups, the tender documentation annex 8. Tenderers must have sufficient capacity to handle at least 3 school groups.
Most of the assignments will, as a rule, be between 10 000-70 000 NOK. The size can vary however, there will be both minor assignments (less than 10 000 NOK) and assignments for up to 1 500 000 NOK. Based on experience, approx. 1 200 orders are placed per annum (for all the school groups together).
Tenderers will be awarded set school groups. Tenderers will, as a starting point, receive all individual assignments for up to 750 000 NOK. For assignments with an estimated cost of more than 750 000 NOK excluding VAT, Undervisningsbygg shall arrange mini competitions amongst the chosen tenderers. Mini competitions will not be arranged, however, for acute assignments.

Beskrivelse av opsjoner:
The framework agreement will have a duration of 2 years from the start of contract, with option for the contracting authority to extend by 1 year + 1 year on the original contract terms.

Tax and duty certificates shall be enclosed with the tender that show the status for the payment of:
tax, advanced payments, garnishments, employers' national insurance contributions and VAT.
Tenderers with business addresses in other EEA countries shall submit equivalent certificate(s). A missing tax and VAT certificate will result in rejection of the tender. The certificates should not be older than six months. calculated from the tender deadline. The provisions regarding the tax and duties certificate shall apply equally to all underlying sub supplier relationships.

The tenderer shall submit a HSE self-declaration with the tender. The declaration shall be in accordance with the form in annex 1 of the tender documentation. The tenderer is obliged to require a similar declaration for all underlying sub-suppliers. The HSE self-declaration must not be more than 6 months old.

Legally established enterprise:
— A Company Registration Certified must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than three months, and which is based on the last known fiscal figures. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.

If the tenderer, due to valid reasons, cannot prove his financial position in accordance with the above listed requirements, the Contracting Authority will evaluate other appropriate documentation.

— A list of the most important deliveries or executed assignments/services over the last 3 years, hereunder information on value, time frame, as well as name of the contracting authority (private or public). If the service(s) were for private actors, the certificates shall be issued or confirmed by them.

Minste nivå(er) av standarder:
— Good expertise and experience from equivalent contracts: I.e. maintenance and renovation work, repair work and service assignments within joinery and carpentry, including heritage buildings.
— Central certification or qualified for local certification in development class 2 within the relevant trades.
— Tenderers shall be a master company or have equivalent qualifications and at least half of the employees shall be skilled within the relevant trade.
— Sufficient capacity to handle assignments in three school groups (40-60 properties).
— Methods for quality assurance within the relevant trades.
