In connection with the corporation's IT sourcing strategy, the NSB corporation has a need to connect with external implementation support for the activities that have been determined for implementation.
The purpose of the implementation support is to make available capacity and expertise for the execution of the processes the corporation shall carry out.
The NSB corporation will have a need for implementation competence and capacity from August 2015 until the expected completion per December 2016.

Requirement: The tenderer must be a legally established company or group of such companies.
Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

Requirement: The tenderer must have good solidity and also satisfactory financial capacity to execute the contract

Documentation must be connected to the entity (via the Business Register Number) which shall be the potential contracting party for the tender offer, as well as any other resources which shall significantly assist in any delivery.
Teknisk og faglig kapasitet:
Requirement 1:
Tenderer shall have good capacity and competence to execute projects in
1. Outsourcing of IT infrastructure, including
— Experience with contract administration, particularly in IT service purchasing/outsourcing.
— Experience from establishing of SLA agreements and control mechanisms for the purchase of IT services.
— Experience from Transitions/Transformation projects.
2. IT organising/restructuring
— IT management models and processes;
— organisation design for the it function;
— change processes and change management;
— organisation development;
— implementation of new organisation.
Requirement 2: Tenderer shall be able to document very good experience in project management and assistance to:
— IT outsourcing projects.
— IT organisation/ adjustment projects.
Documented by: List of the most important, relevant projects during the last 3 years, including information about the value, time, and the name of the public or private recipients in accordance with the template in Annex M.
Reference description in accordance with the template in Annex N. Minimum of 3 reference projects.

A form shall be filled out for each of the projects.

Joint requirements for both areas:
Tenderer shall have an established project methodology but also be able to adapt to the Contracting Authority's project methodology based on Prince2.
Documented by: Documented by a statement for which project methodology is used and to report any experience with Prince2.
Requirement 4: Joint requirements for both areas:
Satisfactory quality assurance system.
Documented by: The requirement is to be documented with a report regarding the company's quality assurance system. It must show which procedures and routines the Tenderer has for project management. The quality assurance system's contents shall be enclosed.

Tenderer shall comply with NSB's ethical requirements for suppliers.
Documented by: Signed self-declaration that the Tenderer is familiar with and will maintain NSB's ethical requirement of tenderers, cf. Annex K.
If the Tenderer is certified to SA-8000 or is a member of the Ethical Trading Initiative, evidence of this should also be provided.
