This means that the contracting authority can enter into 1 agreement/supplier for each municipality/zone.For product group B: 1 tenderer is awarded the contract for all participating municipalities.

Tenderers are to fulfil the requirements stated by the public authority for registration, for example registration in the company register in Brønnøysund (company registration certificate).
The tenderer shall be up to date with payment of…
… taxes and social security contributions. This shall be substantiated with a certificate not older than 6 months from the deadline for receipt of tenders.

The tenderer must accept that the employees are ensured equal wage conditions, independent on nationality, in accordance with the ILO convention 94, and the regulations regarding wage and working conditions in public contracts. This shall be substantiated with a self-declaration (annex L).

The tenderer must have a good financial status (solidity, financing ability, etc.). This shall be substantiated by presenting the annual accounts for the previous two years, including the directors' report and audit report.
Teknisk og faglig kapasitet:
A good implementation ability is required. This shall be substantiated by presenting a list of the 3-4 principal deliveries or provided services that are comparable with products/services included in this contract. The list shall contain information of:
