The Agency for Water and Sewerage Works (VAV) lays water and sewage pipelines in Oslo's streets. This includes both new pipelines and renovating old pipelines.
Avdelingen for teknisk beredskap (ATB) needs to prepare barrier plans/digging notifications and establish necessary safety and signage in connect with work in for example streets and roads, as well as setting up and collecting of amongst other things, signs and other relevant markings.
The framework agreement shall also be able to be used by other departments within the authorities.
VAV has a need for the following:
a) Preparation of notification plans and proposals for securing the site. Facilitating, site surveys and engineering design services.
b) Setting up and taking down signs and barriers in accordance with the notification plans, as well as manual traffic flow.
c) Inspection and maintenance of large signs and barriers.
d) Hire of signs and barriers.
It is a prerequisite that the chosen tenderer has a 24 hour duty service with a stand-by telephone and can assist VAV in acute events 24 hours a day year round.

Beskrivelse av opsjoner:
The service shall be regulated in a framework agreement with a contract period from 1.1.2016 to 31.12.2017
The start-up date for the framework agreement assumes that both parties have signed the contract by this date.
The framework agreement will have an option for VAV to extend the contract for a further 1+1 year on unchanged terms.

Requirement:
— The tenderer shall have the tax and VAT payments in order.
Documentation requirement:
— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
— The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
Requirement:
— Tenderers must have the economic capacity to fulfil the framework agreement.
Documentation requirement:
— The company's last 3 Annual Financial Statements including notes, management's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.

— Credit evaluation/rating, not older than 3 months, based on the last known accounting figures.
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.
Teknisk og faglig kapasitet:
Requirement:
— Tenderers shall have good experience from equivalent contracts. Equivalent contracts mean contracts in urban areas and areas with heavy traffic and public transport.
Documentation requirement:
— List of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

b) Personnel.
— A report of the implements, machinery, tools, materials or technical equipment at the disposal of the tenderer for execution of the contract.
