Framework agreement for transport services by taxi and minibus in Halden, Moss and Inner Østfold

This contract is for all transport assignments connected to school transport and booked transport that the contracting authority is responsible for. For the municipalities that are listed as contracting authorities, the contract is limited to school transport for pupils who have a right to transport due to a dangerous way to school or who do not receive teaching at their local school and who each municipality is therefore responsible for. For Østfold kollektivtrafikk the contract is for transport needs in a total of 13 municipalities in Østfold (all the municipalities except Sarpsborg, Fredrikstad Hvaler, Råde and Rømskog).
The contract is for primary transport assignments in and between the municipalities, but it can also include assignments to and from other regions or counties, both permanent and occasional assignments connected to school transport and for different booked routes or transport offers.

Økonomisk og finansiell stilling:
Emphasis will be put on equity, turnover and the profit and loss accounts, in addition to payment remarks and rating from a credit rating company. A credit rating from a credit rating company shall be enclosed as documentation. This shall not be older than four months. Attention is drawn to the fact that tenderers are not expected to provide a complete credit rating report. It is sufficient to enclose a simple credit rating report with the key figures and a credit score.

— The management, key persons or the company who submits a tender must have driven a taxi or coach themselves as their main business in the last 3 years, or have had administrative responsibility for such transport assignments in the last 3 years. The requirement is to be documented by CVs for the company, management or key persons.

— The company or those who shall do the driving shall have, by the start of the contract, a taxi licence or coach licence that covers the vehicle and the assignment. The tender shall substantiate that the necessary licences will be available at the latest at the start of the contract. The requirement is to be documented by the presentation of relevant licences, or the presentation of documentation that substantiates that licences will be awarded if the persons in question are awarded a contract.

— Both the number of vehicles and personnel will be assessed. These shall be sufficient in relation to the part of the contract that the tenderer will be awarded a contract for.
Tenders can be submitted for more parts of the assignment than the service provider' capacity, but the contracting authority will only award a contract to the tenderer in question for as much as the documented capacity covers. The requirement is to be documented by an overview of vehicles and employees who will be used at the time the tender is submitted. In addition option contracts can be enclosed with persons or car sellers that prove that the capacity can be increased if the tenderer is awarded a contract. Tenderers shall describe how they will supply spare vehicles if persons or vehicles are unavailable during the contract period.

Only those who fulfil the terms for operating passenger transport, given in the regulations from 26.3.2003 no. 41 on domestic professional transport by motor vehicle and vessel, can participate in the competition. The equivalent applies to any sub suppliers.
