Lot IIn 2014 the contracting authority had bought mobile telephony (traffic and subscriptions) for approx. NOK 5 650 000. In the same period the contracting authority bought landline telephony (traffic and subscriptions) for approx. NOK 1 900 000. Based on the figures from the 2014 the estimated annual value of the agreement is NOK 7 550 000 excluding VAT. This will give a total contract value of approx. NOK 30 200 000 excluding VAT.The contracting authority emphasise that the value is only a guideline. The stated value is not binding for the contracting authority or gives rights to the selected service provider. The requirement can vary significantly.

Beskrivelse av opsjoner:

The framework agreement is 2 years from approx. 1.4.2016 until 31.3.2018. The contracting authority has the option to prolong the contract for a further 1+1 year.

Company Registration Certificate.

Certificates of registration in professional registers as determined by legislation in the countries in which the tenderers are established.

A VAT certificate is required (National requirement).

A tax certificate is required (National requirement).

Økonomisk og finansiell stilling:

The service provider shall have settled financial conditions and financial capacity to carry out the contract, and shall as a minimum achieve a rating as creditworthy. As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian). The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. Alternatively the tender can, when submitting a tender, enclose a credit rating from a certified credit rating company that shows that the tenderer is credit worthy. Service providers who have not had accounts in recent years will be rejected unless a pledge is presented for a bank guarantee of such a size that it can be used as security for fulfilment of the contract.

Teknisk og faglig kapasitet:

A very good ability to deliver is required. The service providers shall enclose an overview of the company's total manpower and staffing for this contract (organisation chart) with names and CV's of the key personnel who will serve the contracting authority. The tenderer shall alone, or together with sub-providers substantiate that at least two equivalent assignments have been delivered and operated. The reference assignments shall be equivalent in relation to the scope and content of services of this assignment which are further described in the tender documents. As documentation the tenderer shall present a list of the principal relevant assignments during the previous three years, including information of the values and recipients (names of clients). Based on the list the tenderer shall state names and e-mail addresses to contact persons at the two most relevant references. The references will only be contacted if required. The tenderer shall be registered as provider of telecommunication services at the Norwegian Communications Authority (former the Norwegian Post and Telecommunications Authority). This shall be substantiated by presenting documentation from the Norwegian Communications Authority.
