Framework agreement for the purchase and service for use in broadcasting

Departementenes sikkerhets- og serviceorganisasjon, DSS (The Norwegian Government Security and Service Organisation)

DSS wishes to enter into a framework agreement for the delivery of equipment and services that shall be used in connection with various film productions, TV productions and stage productions. The framework agreement also includes installations and consultancy service in relation to planning, engineering design, testing and use of the equipment. The equipment shall be used for both sound and picture productions.
The framework agreement is intended to be dynamic and shall be updated gradually when new products are available or replaced. The Contracting Authority shall be able to procure the Supplier's entire assortment of products and services included in the agreement's scope, to the degree that this is in accordance with the objective of the agreement. The supplier shall always offer the entire product assortment in audio-visual equipment, cameras, sound equipment, light and video equipment, in such a way that also other associated products and service than what are directly requested in the contract, can be procured.
DSS' service is build up on fixed installations, such as press rooms, control rooms and engine rooms. In addition, the contracting authority create productions with mobile equipment, both multi camera productions, reportages and pure sound productions, and the delivery therefore includes equipment for both fixed installations as well as mobile equipment.

The contracting authority has an option for a further 2 years prolongation, with 1 year at a time, so that the contract can run for a maximum of 4 years from the date it is signed.

4.1 Obligatory qualification requirements

Qualification requirement:

— Paid taxes and duties

— Fulfilment of statutory requirements concerning health, safety and the environment.

Documentation requirement:

— A certificate, not older than six months from the deadline for receipt of tenders, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on https://www.skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see https://www.skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

4.3 Economic and financial capacity

Qualification requirement:

— Adequate economic and financial capacity to complete the delivery, in which amongst other things being creditworthy without any requirements for guarantees.

Documentation requirement:

— A credit rating with key figures from a recognised credit assessment company or other form of documentation that verifies that the requirement has been met.

Teknisk og faglig kapasitet:

4.4 Technical and professional qualifications of the supplier

Qualification requirement:

— At least three — 3 relevant contracts in the last 3 years with relevance for this delivery. Relevance is in this context defined as equipment for multi camera productions, both fixed and mobile installations, equivalent to the scope required in this delivery.

Documentation requirement:

— Reference list of all of the supplier's deliveries in the last three years with relevance to this assignment, stating the name of the Contracting Authority, value of the assignment and references. What has been delivered and the function the tenderer had in the assignment, must be stated.

In the event of a supplier relying on other companies' technical and professional qualifications, the supplier shall provide documentation for the contracting authority stating that the supplier is authorised to use the necessary resources at the stated sub supplier(s) in the contract phase. Confirmation that the supplier has such authority must be from and signed by the sub supplier. This shall be enclosed with the application.
