The purpose of the procurement is to cover The Norwegian Parliament's need for various x-ray machines etc. in connection with security control of persons, mail and goods at The Norwegian Parliament (Stortinget). The following groups of machines are included: Traditional x-ray machines, Multi/dual view machines (LEDS), Particle analysers,
Person scanning (active millimetre wave technology), WTMD.
It is possible to submit a tender on one or more of the agreement areas:
Group 1: WTMD, Multi/dual view machines (LEDS), Traditional x-ray machines.
Group 2: Particle analysers.
Group 3: Person scanning (active millimetre wave technology).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: The tenderer shall have good conduct.
Documentation requirement: The tenderer must, in a self declaration, confirm that the requirements in Part I Annex 2 have been fulfilled.
Økonomisk og finansiell stilling:
Qualification requirement: The tenderer shall have sufficient economic and financial capacity to fulfil the contract.
Solidity assessment from an approved credit rating company shall be submitted with the tender. The assessment must provide information about the credit rating and the extent of any risk of bankruptcy (bankruptcy prediction). The Norwegian Parliament will reject tenderers who have a rating less than credit worthy without security. The rating must not be older than six months.

If the credit rating is not submitted, or submitted documentation is not satisfactory, the Contracting Authority will undertake an assessment of the Tenderer's economic and financial position by utilising the service Proff™Forvalt (www.forvalt.no). Tenderers with a rating less than B2 will be rejected.

The above requirement for ‘credit worthy without security’/‘B2’ may exceptionally be deviated from if the tenderer can document that such a rating gives a qualified incorrect picture of their economic and financial capacity, and the qualification requirement is met anyway.

Teknisk og faglig kapasitet:
Qualification requirement: The tenderer shall have experience from a minimum of three equivalent deliveries during the last 3 years. ‘Equivalent deliveries’ means almost the same x-ray machines as those included in this contest, cf. part II Annex 1.
Documentation requirement: Description of the tenderer's relevant deliveries during the last 3 years of x-ray machines of an equivalent type to those requested in this contest.
The description must include an indication of the machine type, date of the delivery and recipient (name, address and contact point at the recipient).
References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.
Qualification requirement: The tenderer shall have satisfactory access to qualified service and maintenance personnel to substantiate fulfilment of specified contest response times.
Documentation requirement: Account of the tenderer's access to qualified service and maintenance personnel that are capable of executing all types of service and maintenance on the delivered equipment.
Qualification requirement: The tenderer shall have a good and well functioning quality assurance system in regard to the services that shall be delivered.
Documentation requirement: Account of the tenderer's quality assurance system/quality management system, or Copy of the system certificate issued by accredited certification bodies or equivalent documentation if the tenderer has it.
