Framework agreement for the procurement of communication services
Bærum kommune (Bærum municipality)
The aim of this procurement is to ensure access to innovative communication services within graphical design and marketing for the implementation of a new renovation scheme. The procurement shall cover the need for communication with inhabitants within everything from preparing messages and slogans, user surveys, analyses and campaign measurements, mass communication, specific target group communication measures, campaigns, insight and strategic advice, advertising, PR services, design, analysis, photo and film production.

Requirement: Company Registration Certificate.
Tenderers shall be a legally established company.
Documentation.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Requirement: Tax Certificates.
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation.
— Tax certificate;
— VAT certificate.
A tax certificate and a VAT certificate for paid fees issued either by the local tax office or the tax collection office where the tenderer's head office is located. The certificates shall not be older than 6 months, from expiry of the tender deadline.

Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement: Finance.
The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement. The credit worthiness that will form the basis for qualification for this competition is risk class five (credit worthy) equivalent to A — credit worthy. Tenderers with a lower rating will be rejected.

The contracting authority will obtain an extended report. The report contains the auditor's report, negative payment remarks, accounts and rating history, and shall be based on the last known accounting figures. The extended report from the Norwegian company will be assessed for Norwegian companies that submit a tender on behalf of a foreign company.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Registre Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

Requirement 5: ability to fulfil the contract.
The tenderer is required to have an organisation that has the capacity to fulfil the contract.
Documentation.
An overview of the tenderer's:
— total manpower;
— a description of all (with sub suppliers) areas of competence.
Systems for work methods and time management and implementation of the assignment.
Requirement: experience.
— Very good experience is required from equivalent assignments and services.
A description of the most important deliveries or services performed in the last 3 years that document very good experience from equivalent assignments. The description must include:
— The contracting authority's name and contact information for obtaining a reference;
— Information on the volume, value and date of the assignment;
— A description of what services the tenderer has provided for assignments.
What experience the tenderer has with providing services within the areas/themes:
— Source sorting;
— Renovation/the refuse branch;
— Climate messages.
What effect the tenderer has achieved in previous assignments:
— Changing behaviour/effect, user surveys.

If there are more than 5-8 tenderers who fulfil the minimum requirements for the qualifications in points 3.2, 3.3, 3.4 and 3.5, requirement 5, the contracting authority will rank the tenderers based on their degree of fulfilment of point 3.5, requirement 6 Experience. If the tenderers, in our opinion, have very good experience from equivalent assignments, the contracting authority will, when choosing, emphasise the tenderer's experience from assignments within:
