Framework agreement for the hire of waste containers

The purpose of the procurement is to procure a framework agreement to ensure good execution of the hire of waste containers.
Agency for Real Estate and Urban Renewal has an annual need for approx. 200 waste containers. The need will vary both in regard to the type of waste and the time period the concrete container must be available. Basically, all containers will be used in Oslo kommune.
In most cases, the waste will be unsorted and consist of i.a. furniture, white goods, clothes, car tyres, wood, concrete remnants, construction waste, vehicle parts, paper, grass, branches, metals, glass and other waste from cleaning up of outdoor areas.
Deployment time will vary from one to approx. 30 days. Response time for deployment and collection of containers will also vary. By response time for deployment of containers, we mean the maximum time that can pass from when the order is received by the tenderer up until the container shall be deployed at the agreed location. By response time for collection of containers, we mean the maximum time from the tender receiving the message to collect the container up until the container is collected from the deployment location.
The container capacity will in most cases be 10 m³, but there will also be a need for containers of 5 m³, 15 m³ and 20 m³ in some circumstances.

Egnethet til å utøve yrkesvirksomheten:

— The tenderer must be a legally established company.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.

Minste nivå(er) av standarder:

— The tenderer must have sufficient financial capacity to implement the assignment/contract.

— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last three financial years. The rating shall be carried out by an officially certified credit rating institution.

EBY retains the right to collect further credit ratings or other economic information (Annual Financial Statements including notes, the board's annual reports and auditor reports, as well as further information of relevance to the company's fiscal figures).

— The tenderer is required to have relevant experience from equivalent assignments.

— An overview is to be submitted of the tenderer's executed assignments during the last 3 years.

— Good implementation ability is required.

— Overview of the containers/equipment that are planned to be used or available for the execution of the contract. If sub-contractors shall be used, it must be stated in the plan.

— The tenderer shall have procedures to execute the assignment in an environmentally responsible manner.

— Statement of existing procedures or valid certificate from third party verified system (Eco-lighthouse programme, ISO 14001:2004, EMAS), or the equivalent.

— A good and well-functioning quality assurance system is required for the service which shall be delivered.

— Certificate for the company's quality system/management system issued by independent bodies, confirming that the tenderer meets certain quality assurance standards, for example ISO 9001:2008.

The Contracting Authority also accept documentation that shows the contractor has equivalent safety measures. Here, there must be given a general description of the system content, including an overview of audit plans, check-lists and safe job analyses etc. that is relevant to this contract.
