The procurement concerns signing of three framework agreements for the municipalities of Frogn, Nesodden, Vestby and Ås:
Contract 1: ‘Fruit and vegetables’
Contract 2: ‘Fresh meat’
Contract 3: ‘Other food products’
The framework agreements shall include delivery to all types of use locations in the municipalities, i.a. sixth form colleges, primary schools, SFO, nursery schools, homes for the aged, nursing homes and other underlying organisations.
Private organisations or organisations who set aside their operation during the agreement period will not be included in the framework agreements.
The tenderers choose if they want to give tender offers on 1, 2 or all 3 of the framework agreements. Awarding of the different framework agreements will occur independently of each other.

The duration of the framework agreement will be 2 years. The Contracting Authority shall have the option to extend the framework agreements for a further 1 year + 1 year, to a total maximum of 4 years.

Requirement:

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement:

Tax certificates not older than 6 months from the deadline for receipt of tenders. Tax certificates are defined as:

For Norwegian tenderers:

— Certificate for tax and VAT issued by The Norwegian Tax Administration and the Tax Collector.

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderer must be a legally established company.

Norwegian tenderers:

— Company Registration Certificate.

Foreign tenderers:

— Confirmation that the service provider is registered in a trade register or company register in accordance with the law in the country where the service provider is established.

Økonomisk og finansiell stilling:

The tenderer's annual accounts including notes with the Board's and the auditor's reports from the last 2 years.

If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the previous year's Annual Financial Statements should also be attached.

The Contracting Authority reserves the right to obtain your credit rating from an officially approved credit rating institution.

The requirement for financial strength is evaluated based on that the tenderer should have a satisfactory degree of liquidity ratio, operating margin and equity ratio. The tenderer's bankruptcy risk shall be low and the fiscal figures shall show that the tenderer is capable of carrying out the agreement scope and obligations.

Minste nivå(er) av standarder:

The tenderer shall have sufficient financial strength to comply with the contractual obligations.

Teknisk og faglig kapasitet:

A short, general description of the company shall be given, including:

— An account of the company's business concept and core competencies related to the scope of the delivery.

— An overview of the company's history, organisation and ownership, as well as a description of the business today.

The tenderer shall deliver an overview of the most relevant recent assignments (any ongoing), not older than 3 years.

The overview shall contain:

— Brief description of the delivery.

— Time of execution

— Scope of delivery in monetary amount.

— Name and telephone number of the reference person at the Contracting Authority from a minimum of 2 assignments.

The Contracting Authority shall have the possibility to contact all organisations stated in the overview.

The service provider shall have good implementation ability.

The tenderer shall have good experience from equivalent assignments.
