Sandnes kommune (Sandnes municipality)

Resources have been set aside in the current finance plan 2015-2018 for energy measures in the municipality's property portfolio. The contracting authority has, thus, a need for engineering design services, consultancy services and energy marking connected to this work. In this competition the contracting authority intends to enter into a framework agreement for:
— Enginerering design services for new installations
— Review of existing documentation
— Site surveys at the actual buildings for measurements etc.
— Preparation of documentation for suppliers who shall carry out the assignment
— Third party inspections
— Preparation of an updated form for an energy assessment of technical installations in accordance with the energy marking regulations
— Generation of energy marking in Altinn
— Sending updated simulation files and energy certificates to the contracting authority
— Energy marking buildings where energy measures have been carried out
— Energy assessment of new technical installations

Company Registration Certificate:
Tenderers are required to have a legally established company.
Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre.
Foreign companies: Certificate of registration in a professional register as mandated in the legislation in the country where the tenderer is established. The certificate shall be available by the tender deadline and it shall not be older than
twelve months calculated from the tender deadline.
Tax and VAT certificates.
The tenderer shall not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.
Norwegian companies: Tax and VAT certificate. The certificate can be ordered and obtained from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Økonomisk og finansiell stilling:
Organised economic conditions and economic ability to fulfil the contract.
As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with the registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

Alternatively, the tenderer can enclose a credit rating with the tender from a certified credit rating company that shows that the tenderer has good credit worthiness and also shows the turnover figures. The credit rating shall not be older than six months from the deadline for receipt of tenders.

If for valid reasons a tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove his economic and financial standing with any other document that the contracting authority is able to accept. If a contractor will use the capacity of other suppliers in order to be qualified, each of the other suppliers shall achieve a minimum assessment of credit worthy.

The tenderer shall have setteled financial conditions and the financial capacity to fulfil the contract. The tenderer must achieve a minimum rating of creditworthy.

Experience:
As documentation, tenderers shall enclose a list of the most important, relevant assignments in the last three years that show experience from engineering design services, energy consultancy services and energy marking of buildings. The list shall include information on:

— Size or value of the deliveries
— Time frame (contractual period)
Based on the list(s), the tenderer shall state names and e-mail addresses of contact persons at the three most relevant references. The references will only be contacted if necessary.
Quality assurance system:
As documentation, the tenderer shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the tenderer meets recognised quality assurance standards such as ISO 9001:2008 or equivalent.

The contracting authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

Capacity:
A statement shall be enclosed regarding the tenderer's average workforce and the number of employees in the administrative management during the last three years.

Tenderers shall have experience from at least three relevant assignments in the last three years.
Relevant assignments mean that the tenderer has carried out engineering design servics, energy consultancy services and energy marking of buildings.
Capacity:
The contracting authority requires that tenderers have sufficient capacity to carry out the estimated number of assignments.
Quality assurance system:
The contracting authority requires contractors to have a well-functioning system for ensuring quality customised to the assignment's nature and extent.
