The work shall cover regular annual services on specifically selected installations and in accordance with stated intervals as described in annex no. 1. New installations will be added to the framework agreement after the guarantee period has expired for each installation, the price per new installation shall be in accordance with the same price structure used for the other installations. Simple repairs to installations owned by Stavanger municipality can be carried out by the municipality's employees.The contract shall also include odd repair work and minor procurements of parts and necessary replacements in existing installations as needed and as agreed. Material deliveries will mainly be parts for installations as needed for repairs and upgrades. See the attached overview of the installations that the municipalities own and operate in the price form in annex no. 1.The contracting authority shall have an option on the contract for an energy assessment of the technical installations in accordance with the energy marking regulations. Beskrivelse av opsjoner:
The framework agreement duration is 2 years. The contracting authority shall, in addition, have an option to extend the contract for a further 1+1 years on the same terms. The option will automatically be taken up unless the contracting authority notifies otherwise within 2 months of the contract expiry date. The planned contract start is 1.5.2015.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company shall be legally registered.
Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre.
Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the service provider is established.
The service provider cannot have considerable arrears in relation to payment of taxes and social security contributions, unless an approved instalment schedule is presented.
Norwegian service providers shall enclose a tax and VAT certificate from where the service provider has his main office. The certificate must be presented before the tender deadline and it must not be older than 6 months from the tender deadline.
Foreign companies: Certificate issued by the competent authority in the service provider's home country certifying that the service provider has fulfilled its obligations regarding fees in accordance with the laws of the country in which the service provider is established. These certificates must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

Økonomisk og finansiell stilling:
The service provider shall have settled economic conditions and the financial capacity to fulfil the contract. The service provider must achieve a minimum rating of ‘creditworthy’.
As documentation the contracting authority will obtain a credit rating from Experian.
The service provider is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the service provider's economic situation.

Alternatively, a service provider can enclose a credit rating with the tender from a certified credit rating company that shows that the service provider has good credit worthiness. The credit rating shall not be older than 6 months calculated from the tender deadline.

Service providers who have not had accounts in recent years will be rejected unless a pledge is presented for a bank guarantee of such a size that it can be used as security for fulfilment of the contract.
The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment. Completed and signed HSE self-declaration in accordance with Annex 2 of the Public Procurement Regulations.
Teknisk og faglig kapasitet:
The service provider shall have good implementation ability.
Information on the education and professional qualifications for the persons who will be responsible for fulfilment of the contract, (CVs showing the offered personnel's education and work experience).
Kontraktutførelse
Utførelsen av tjenesten er forbeholdt et bestemt yrke:
Service providers must be F-gas certified in accordance with the F-gas directive/regulation. Installers shall be F-gas certified when the nature of the assignment requires this.
