The procurement will cover the contracting authority's need for various types of technical consulting.
The contracting authority has set tentative plans in its budgets for:
— Alterations and/or new buildings of nurseries, schools and sports centres.
— Development of various types of housing with day-centres and cloakrooms.
— Alterations of various municipal buildings.
— Major investments within water and sewage.
— Major regulation work.
In addition there can be new buildings to a major or minor degree during the contract period.
The projects will vary in extent and complexity.
The framework agreement is for eight different professional areas. A contract shall be signed with at least 3 service providers within each contract area provided that there are a sufficient number of suitable service providers and tenders.

Qualification requirement 1)

The tenderer shall have his tax, payroll tax and VAT payments in order.

Documentation requirement 1)

Tax certificate not older than 6 months from the deadline for receipt of tenders. Tax certificate means:

For Norwegian tenderers:

— Tax and VAT certificate issued by the tax office or tax collection office. The certificate shall not be issued more than 6 months before the tender deadline.

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the country do not issue such certificates, the tenderer shall submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Qualification requirement 2)

Tenderers shall fulfil Norwegian HSE requirements for work carried out in Norway.

Filled in and signed HSE self-declaration in accordance with PPR appendix

The tenderer must be a legally established company.

Norwegian tenderers:

— Company registration certificate.

Foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Solidity assessment from a certified credit rating agency. The assessment shall be based on the most recent known accounting figures. The key figures in the requirement must be presented together with an assessment of the service provider's payment experience.

The contracting authority reserves the right to conduct a separate credit check of the service provider. Vennesla municipality uses Creditinform AS for such analyses.

The tenderer should have sufficient financial capacity to be able to fulfil the contract.

Teknisk og faglig kapasitet:

Documentation requirement 5)

Tenderers shall present certificates or references from up to 3 equivalent assignments. Each certificate/reference shall include a short but detailed description of:

— The company's role in the project, including the use of an engineering design tool.

— The type of building/construction.

— Value and date of execution.

— Reference person at the builder and contracting authority. (The contracting authority reserves the right to contact the stated references if it needs to verify the extent and quality.)

At least 1 project shall be in development class 3.

Documentation requirement 6)

— Completed competence matrix — 1 matrix per competence area that qualification is requested for. Use the different tabs in annex 4.

Documentation requirement 7)

Copy of central certification

If the tenderer does not have central certification, documentation must be submitted that substantiates that the service provider will achieve local certification.

Documentation requirement 8)

— An account of the technical equipment and materials that the service provider can use for the fulfilment of the contract.

Documentation requirement 9)

— Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement. The description shall refer to the tenderer's system for checking its own work and reporting both internally and to the contracting authority.

— Any certifications of quality assurance systems can be submitted in addition to the description.

Qualification requirement 5)

— The tenderer should have good experience in providing all of the services for which qualification is sought. See chapter 3.1 the procurement's aim for an overview of what type of projects will be particularly relevant.

Particular emphasis will be put on the use of an engineering design tool, which includes the use of, for example, BIM and NFC.

Qualification requirement 6)

— The tenderer should have at their disposal sufficient capacity and competence to provide the services as requested.

Sufficient capacity and spare capacity must be offered so that the contracting authority has proper access to resources even during staff holidays and periods of illness at the tenderer.

Qualification requirement 7)

— The tenderer should have the required technical certifications in accordance with the Planning and Building Act to carry out the services for which qualification is sought.

Qualification requirement 8)

— The tenderer shall be able to use the equipment that is required in order to provide the services for which qualification is sought. Relevant DAK software etc. is an example of such equipment.

Qualification requirement 9)

— The tenderer should have good procedures for quality assurance.

Five qualified tenderers will be invited to submit a tender for each contract area in the competition.

If there are too many qualified service providers, the selection will be based on the background of who is considered to be the best qualified after an assessment of the received documentation as regards technical and professional qualifications. The selection will be based on the following criteria, in order of priority: The tenderer's experience, the tenderer's capacity, the tenderer's routines for quality assurance.
