The Directorate of Public Construction and Property requests tender offers on framework agreement for support, maintenance and development of ‘Bygg for alle’.
‘Bygg for alle’ is The Directorate of Public Construction and Property's software tool regarding Universal Design (UD) in buildings. The tool contains modules for registering, management and public viewing.
The website ‘Bygg for alle’ gives the public information about Universal Design in buildings in a structured manner.
Universal Design is defined as design of products and surrounding in a manner that they can be used by all people, as much as possible, without the need for special adaptations. The aim is that construction work and outdoor areas are designed so that the main solutions are usable by all, as long as the special character or function of the building does not indicate otherwise. The measures are also considered against a cost and benefit assessment.

The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers are required to have sufficient and financial implementation ability.
Credit rating from a certified credit rating agency.
If a credit rating is not available, comprehensive Annual Financial Statement for the last financial year can be enclosed, including the audit report.
Teknisk og faglig kapasitet:
The tenderer is required to have good competence and relevant experience from the execution of comparable assignments of equivalent size and complexity.
A description shall be provided, of approximately 1 A4 page per assignment, for up to 5 reference assignments with comparative value, with information on, amongst other things:
— assignment name;
— the Contracting Authority;
— the assignment's contract value excluding VAT;
— the company's assignments/function in the project;
— the start-up date and completion date (year) / if not completed — where involved in the assignment.

The tender value is only stated as an annual payment for a 4-year period. When the tenders are evaluated, an average of the offered hourly rates listed above will be multiplied with 400 hours, added up, and form the basis for a tender sum, together with travel expenses and price for fixed annual compensation for maintaining a development environment. In the tender evaluation, price per travel for each team member will be stipulated to three travels and added the evaluation sum. The stipulated number of travels may differ from the actual number of travels.
