Framework agreement for services within ICT

Høgskolen i Oslo og Akershus

Oslo and Akershus University College (HiOA) shall enter into 1 or several framework agreements for services for ICT. HiOA needs practical programming and system development, integration and IT-architecture assistance and operational optimisation as well as consultancy services within these disciplines.
Service providers can submit tenders for all or parts of the tender. The tender is divided up into 4 sub-areas:
Sub-area 1: Programming and system development.
Sub-area 2: Integration, entity and IT architecture.
Sub-area 3: Operational optimisation and upgrading assignments.
Sub-area 4: Consultancy services within sub-areas 1, 2 and 3.

Healthcheck by, amongst others, the Varnish and Solr environment in particular and on the Microsoft Server AD environment in general. As well as pentration services for web servers, firewalls and central server infrastructure etc.

Requirements: For work to be performed in Norway, the contracting authority requires that all the service providers present a self-declaration that the service provider meets, or will meet by the date of the contract awarded, the legal requirements in Norway concerning health, safety and environment (HSE).

Declaration requirement: HSE declaration in compliance with FOA regulations, Amendment 2, HSE Service providers are encouraged to use the template attached the tender competition's other documents.

Økonomisk og finansiell stilling:

Tax payments are to be in order.

Documentation requirement: Tax Certificates not older than 6 months from the tender deadline.

Tax certificates are defined as:

— Norwegian service providers:

— Form (RF-1244) from the Norwegian Tax Administration (Skattedirektoratet) issued by the…

… tax collector for VAT.

… Chief Municipal Treasurer (kemner-/kommunekasserer) regarding taxes and employer's contributions.

— Foreign service providers:

— Foreign companies must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and fees. If the authorities in that country do not issue such certificates, the tenderer must submit a declaration which confirms that all taxes and fees are paid. The statement must be signed by the treasurer.

1 Requirement: Service providers must have experience that shows that they can fulfil the contract for each sub-area a tender is submitted for.

Documentation requirement:

a) a short description of current activity with emphasis on fulfilment of this assignment;

b) a brief list of the service provider's most important conducted services in the previous 3 years.

2. Requirement: The service provider shall have good capacity

— Service providers must have a minimum of 3 persons who are qualified to fulfil the contract for each sub-area a tender is submitted for.
