Framework agreement for scanning and condition evaluating cast iron/ductile water mains with dimensions between 300 and 600 mm

Bergen Kommune (Bergen municipality)

Bergen municipality, c/o the Water and Sewage Department, intends to enter into a parallel framework agreement with minimum three service providers who shall provide an independent and concrete condition evaluation of municipal cast iron/ductile water mains with diameters between 300 and 600 mm. C.f. the Public Procurement Regulations § 15-3 (1).
The objective of the condition evaluation is to obtain the best possible basis for evaluating necessary measures on critical water mains, and by this increase the security of water supply.
The condition evaluation provided by the service provider shall as a minimum contain the following information:
— Internal corrosion, extent and depth.
— External corrosion, extent and depth.
— Solid remaining thickness of the pipe.
— Location of previous repairs.
— Detected leakages, drillings, etc.
— Condition conclusion and further recommendations.
— Video recordings shall be a part of the report.

Requirement: Tenderers must have their tax, payroll tax and VAT payments in order.
Documentation:
Tax certificates not older than six months from the qualification deadline. A Tax Certificate is defined as:
For Norwegian tenderers:
— Tax certificate, issued via Altinn, the Tax Office or the Tax Collection Office.
— VAT certificate, issued via Altinn, the Tax Office or the Tax Collection Office.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Requirements: The tenderer shall be a legally established company.
Company Registration Certificate, not issued more than six months prior to the deadline for requests to participation. Foreign tenderers must prove that the company is registered in a professional register or business register, as prescribed in legislation in the country where the tenderer is established.

Requirement: Compliance with HSE regulations.
Tenderers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities always stipulate.
Appendix 2 — A filled-in HSE self-declaration form. The self-declaration must not be issued more than six months before the expiration of the deadline for requests to participate.
If the contractor plans to engage subcontractors or joint venture partners in connection with the implementation of the contract, these shall be identified in the qualification application with a description of the services or fields they are participating in.

Sub-providers/joint venture partners shall present the following documentation:
— Tax certificate.
— VAT certificate.
— HSE self-declaration.
— Company Registration Certificate.
In such events, the qualification application shall also contain a signed statement of obligation, agreement on co-operation or equivalent, verifying that the tenderer has access to the necessary resources. C.f. the Public Procurement Regulations §§ 17-8 (2) and 17-9 (2). Template for the statement of obligation is attached annex 3.

Teknisk og faglig kapasitet:
Requirement: Experience.
It is required that the tenderer has very good expertise in pipe scanning; minimum four relevant assignments during the previous three years. Relevant assignments are in this context defined as the tenderer executing pipe scanning in a pipe dimension relevant for this assignment. This means that if the tenderer offers pipe scanning for the entire dimension area 300-600 mm, references must be given for various dimensions within the area (including upper and lower limit).

The tenderer shall give a sufficient description of the tenderer's four most relevant assignment during the previous 3 years (maximum one A4 page for each assignment). The description must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address).

References will only be contacted if required. However, it is the tenderer's responsibility to provide a description substantiating relevance of the assignments.
Requirement: Ability to fulfil the contract.
The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The tenderer is therefore required to have sufficient capacity to be able to implement the assignment.
— An overview of the company's human resources with relevant competence in relation to the contractual obligations, and
— An overview of the instruments, machines, tools, materials or technical equipment, including their capacities, available for the tenderer in connection with implementation of this contract.
Requirements: Procedures for environmental management
The task requires tenderers who have procedures and systems that ensure a low environmental impact by the execution of delivery.
Documentation: (shall be given in 1 of the following ways):
Description of the company's procedures and systems connected to the choice of chemicals — and handling, traceability of raw goods recycling/minimization of packaging materials.
If the routines are described in the company's quality or environmental management system according to ISO 14001 or equivalent 3rd party verified systems, the valid certificate, as well as a copy of relevant procedures, must be presented.
Requirements for quality management.
The assignment requires service providers to have systems for quality management.
Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If a tenderer holds an ISO 9001:2000 or later certificate, this may be attached.

If the tenderer plans to engage sub-providers or joint venture partners in connection with the implementation of the contract, these shall be identified in the qualification application with a description of the services or fields they are participating in.

If the contractor wishes to rely on subcontractors or joint venture partners for compliance with quality requirement related to requirement for technical and professional qualifications, c.f. point 3.3, shall the qualification application contain necessary documentation related to subcontractor or joint venture partner.
