Drammen kommune

The procurement concerns a framework agreement for recruitment services for Drammen kommune, including municipal companies and § 27 co-operation.
The municipality has an organisation model with only to management levels: Chief Municipal Executive/Director and operations managers. The Chief Municipal Executive/Director is responsible for strategic development, general planning and development of the municipality as a service provider and society participant. The second manager level is the operations managers who have major authority and are managed and measured through existing management and performance agreements.

The procurement concerns the purchase of services for executing recruitment processes. This involves:
— creation of position advertisement,
— presentation of the position (prospectus),
— active search in the market for relevant candidates,
— processing of received applications,
— presentation of interested, relevant and quality assured applicants.
Call-off on the agreement will primarily apply where the Contracting Authority needs assistance in recruitment of Directors and General Managers. In addition, there may be call-offs with recruiting to business manager positions and key position where the Contracting Authority believes there are recruiting challenges.
A framework agreement shall be signed with 1 tenderer.

Egnethet til å utøve yrkesvirksomheten:
Certificate for tax and VAT. Requirement: Tenderer must comply with tax laws and regulations. The tenderer is required to submit a tax certificate for tax and VAT. The certificate shall not be older than six months, calculated from the tender deadline. Documentation for this must be submitted with the tender offer in the form of a certificate for paid tax and VAT issued by either the Tax Collector or Tax Office.

Økonomisk og finansiell stilling:
Credit rating Requirement: Tenderers are required to economic solidity with a minimum rating of A in accordance with an assessment made by the credit information agency Bisnode CreditPro AS. Companies that cannot be credit rated shall document accounting figures that show good credit worthiness and sufficient financial ability to fulfil the contract. Documentation: proof that the stated requirements are met: The Contracting Authority obtains credit reports through the web-based credit information system Bisnode CreditPro. The report contains, amongst other things, the auditor's report, negative payment remarks, accounts and rating history, and it shall be based on the last known accounting figures. If the tenderer cannot be credit rated, approved accounting figures from the last 2 years shall be enclosed with the tender.

The tenderer must be a legally established company. Requirement: Documentation on this must be submitted with the tender offer in the form of a Company Registration Certificate which is not older than 6 months when calculated from the tender deadline expiry. Foreign companies can instead enclose an equivalent certificate as legislated by the country where the tenderer is registered as a company.

Teknisk og faglig kapasitet:
Tenderer shall have good experience with recruiting managers for positions of equivalent nature and scope. Experience shall be documented with at least 5 references of equivalent and relevant character from the last 3 years for different contracting authorities. Reference shall state the time period, name and contact information for the contracting authority. Documentation shall be enclosed with the tender offer.
