The procurement concerns a framework agreement for recruitment services for Drammen kommune, including municipal companies and § 27 co-operation.
The municipality has an organisation model with only to management levels: Chief Municipal Executive/Director and operations managers. The Chief Municipal Executive/Director is responsible for strategic development, general planning and development of the municipality as a service provider and society participant. The second manager level is the operations managers who have major authority and are managed and measured through existing management and performance agreements.
Municipal companies and § 27 co-operation is headed by the General Manager governed by the board.
The procurement concerns the purchase of services for executing recruitment processes. This involves:
— creation of position advertisement,
— presentation of the position (prospectus),
— active search in the market for relevant candidates,
— processing of received applications,
— presentation of interested, relevant and quality assured applicants.
Call-off on the agreement will primarily apply where the Contracting Authority needs assistance in recruitment of Directors and General Managers. In addition, there may be call-offs with recruiting to business manager positions and key position where the Contracting Authority believes there are recruiting challenges.
A framework agreement shall be signed with 1 tenderer.
