The contracting authority is continually constructing, renovating and managing buildings in the portfolio under the contracting authority. The projects are carried out under the direction of both the Project Department and the Property Department, which has a need for project coordinators, project management, construction management and other consultancy services. The contracting authority would thus like to enter into parallel framework agreements that cover this need.

The contracting authority intends to enter into framework agreements with 5-7 service providers subject to there being a sufficient number of qualified service providers and suitable tenders. We would like a composition of large and small actors in order to cover the variation in the extent and complexity of the assignments. The framework agreements have a total estimated value of 30 000 000 NOK. The distribution between the different competence areas has historically been approx. 40 % project coordinators, approx. 30 % project management, approx. 25 % construction management and approx. 5 % other consultancy services for the contracting authority. This distribution share is subject to change depending on the amount of assignments under the framework agreement.

Documentation requirement:

Norwegian companies: Company registration certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Tenderers shall have good solidity and they must be credit worthy.

Documentation requirement:

Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures.

The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the Board's Annual Reports and the Auditor's Reports.

Teknisk og faglig kapasitet:

Requirement:

Tenderers shall have good experience from the fulfilment of equivalent contracts as regards varying extent and complexity including, but no limited to experience with:

— Different contract forms,

— Construction projects relevant for the assignment,

— Environment and/or energy efficiency.

Documentation requirement:

A list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, as well as the name of the public or private recipients.

Documentation is to be given by filling in Annex 2 ‘Template Reference Project Overview’.

Emphasis is put on the fact that it is the tenderer's experience that is applicable here.

Tenderers ought to submit 3 certificates from previous contracting authorities, containing information of whether or not the work was professionally and properly executed.

Annex 3 ‘Template Reference Certificate’ can be filled in or the tenderer can submit a separate form filled in by previous contracting authorities.

The contracting authority reserves the right to contact references from the list of references or reference certificates.

Tenderers shall have sufficient capacity and suitable manpower to fulfil the assignment either:

— Adapted to major and/or several minor parallel projects,

— As a project coordinator,

— As a project manager,

— As a construction manager.

It will be advantageous to have 1 or several employees who are BREEAM-NOR AP certificate.

— An organisation chart and an account showing the average workforce and the number of employees in the administrative management in the last 3 years.

— Details of the educational and professional qualifications of the tenderer and the Company's administrative management/for the people responsible for providing the service (competence matrix).

— A statement of how much of the contract the tenderer intends to leave to subsuppliers.

Documentation is to be given by an account including an organisation chart and by filling in Annex 4 ‘Template the service provider's professional qualifications and capacity’.

Tenderers shall have a good and well-functioning quality assurance system for the services that shall be provided.

— Certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008.

— The Contracting Authority also accepts other documentation as proof that the tenderer has equivalent quality assurance measures.

As a minimum, a general description of the system's content, including an overview of inspection plans and checklists that are relevant for this contract, must be submitted.

Objektive utvelgelseskriterier:

Out of the received enquiries, the contracting authority will invite the 9-12 tenderers who together give the best competition to submit a tender. When assessing the best competition, the contracting authority will choose a varied tenderer groups consisting of a mixture of large, medium-sized and small actors in the branch.

We have chosen to define the size categories in the following way:

— Large actors: work strength of more than 100 employees,

— Medium-sized actors: work strength between 20 and 100 employees,

— Small actors: have a work strength of less than 20 employees.

If all the tenderers are qualified, the tenderers in each size category that best fulfil the qualification requirements will be invited to submit a tender. We will try to qualify the same number of tenderers within each category, provided that there is a sufficient number of qualified tenderers. Most emphasis will be put on the qualification requirement for the tenderer's technical and professional qualifications.
