Framework agreement for plumbing works

Stortingets Administrasjon (The Norwegian Parliament's Administration)

The Norwegian Parliament administration shall enter into contract for the execution of plumbing works in connection with The Norwegian Parliament's properties (approx. 70 000 m). The works will primarily consist of improvements and replacements in connection to ongoing maintenance, but may also be connected to new projects. Some of the properties are Grade II listed, and works in connection with this must occur according to the cultural heritage guidelines.

Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company.
The tenderer shall have good conduct.
Documentation:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the legislation in the country where the tenderer is established.
The tenderer shall via a self-declaration confirm that the requirements in annex 3 of the tender documentation are met.
Økonomisk og finansiell stilling:
The tenderer shall have a good economic and financial position including the financial capacity to fulfil the assignment/contract.
Documentation:
Solidity assessment from an approved credit rating company shall be enclosed. The assessment must not be more than six months old and must be based on the last official fiscal figures.
The contracting authority reserves the right to make their own assessment of the tenderer's economic and financial position by using the service Proff™Forvalt (www.forvalt.no).
If it is not possible to obtain the above documentation, other relevant documentation can from the basis for the qualification assessment (for example, a summary of the Annual Financial Statement for the last three years, including the auditor's report).

Teknisk og faglig kapasitet:
The tenderer is required to have extremely good experience from the execution of equivalent plumbing works to those included in this procurement.
Documentation:
An overview shall be provided of the five to seven most relevant assignments carried out by the tenderer (company) during the last five years. For a more detailed description see the tender documentation.
Minste nivå(er) av standarder:
Good experience is required with work connected to older buildings, for example Grade II listed or buildings of historical significance. In addition, the tenderer is required to have experience with large ice water systems, complex heating systems and major sprinkler systems.
