Framework agreement for pipe and sanitation installation works in Oslo

The Directorate of Public Construction and Property shall enter into parallel framework agreements with three tenderers, as long as the competition provides a basis for this, on the execution of Pipe and sanitation installation works in Oslo. The purpose of the framework agreements is to ensure The Directorate of Public Construction Property has access to qualified resources in plumbing works in Oslo for planned and emergency works that arise in connection with the operation and maintenance of The Directorate of Public Construction's buildings at all times owned and leased properties. The work shall be executed according to NS 3420U.

The framework agreement is for 2+1+1 years. The Directorate of Public Construction and Property has the opportunity to announce 2 options. Maximum duration of the framework agreement is 4 years.

The framework agreement shall apply to the at any time owned and leased properties in Oslo, with the exception of the portfolio for Royal properties, Oslo District prison, The Norwegian Institute of Public Health and the Government Quarter and their rented properties that have their own individual framework agreements. These had the option to be part of the framework agreement during the agreement period. Altogether, the properties that have the option to be part of this framework agreement have an estimated annual scope of approximately 3 000 000 NOK. See also Annex 4 for an overview of the properties.

Qualification requirement. The tenderer is required to have a legally established company.

Documentation requirement: Company registration certificate: foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the company is registered, alternatively StartBANK ID.

Tenderers are required to be credit worthy and have satisfactory economic implementation ability.

Teknisk og faglig kapasitet:

Qualification requirement 1: The tenderer shall have secure implementation ability and suitable staffing to execute the assignment.

In order to satisfy the requirement for capacity, the tenderer must be able to handle an assignment quantity, for the tenderer who will be ranked as number 1 (50 % of the total assignment quantity) according to the agreement, ref. point 2.4).

— Qualification requirement 2: Tenderer shall have good experience from assignments with comparative value to this contract, hereunder maintenance and alteration works in buildings that are completely or partially in operation.
