The Contracting Authority's buildings and institutions can have disadvantaged residents who in some circumstances can have intoxication and psychiatric problems and have non-conforming behaviour. Works will also occur in nursery schools and other types of institutions where extra safety can be essential. It must also be expected that the work places are in full operation during execution of assignments. It is a pre-requisite that the tenderer in the implementation of the work can deal with this in an acceptable manner in regard to safety, efficiency and ethical/social conduct. Our buildings consist of nursing homes and sheltered accommodation that are manned 24 hours, as well as fire stations, cultural and agency buildings, emergency ward and nursery schools of about 900 000 m² divided over approximately 635 properties. The Contracting Authority expect extremely high quality, service and efficiency from our framework agreement partners. The Contracting Authority will undertake call-offs for the relevant properties of this framework agreement by ordering from the user.

The Contracting Authority retains the right to collect credit assessments/ratings as a link in their evaluation of fulfilment of the requirement. Rating will be carried out by a publicly certified credit rating company.

The tenderer is required to have relevant experience from equivalent assignments.
Documentation requirement:
— List of the tenderer's most important equivalent deliveries during the last 3 years. The list must contain the following:
a) Type of assignment;
b) Value of the assignment;
c) Date of execution;
d) Name of contracting authority.
— The tenderer is required to have good capacity for the assignment
— Organisation chart
— An account of the tenderer's average workforce and the number of employees in the administrative management, particularly for the person or those persons responsible for providing the service.
— The tenderer is required to have sufficient capacity to implement the assignment.
— Information about education and professional qualifications at the tenderer and the company's administrative management, particularly for the person or those persons responsible for providing the service.
3. The tenderer is required to have a well-functioning quality assurance system.
— Documentation that the tenderer's quality assurance system, including for example ISO 9001 certification or other equivalent documentation which documents that the tenderer fulfils the requirement. The tenderer shall also submit the system's table of contents.

If the tenderer does not have the necessary qualification, but relies on other suppliers to be qualified, equivalent documentation for the sub-contractors must be submitted for evaluation. A statement must be given of how much of the contract the tenderer intends to use sub-contractors for. In addition, a commitment statement for use of the same sub-contractors (attachment 5) must be filled out and submitted if necessary to fulfil the qualification requirements. Missing commitment statements will result in rejection.
