Framework agreement for periodicals

The aim of the procurement is to enter into a framework agreement with a periodical agent for the procurement and subscription handling of printed and electronic periodicals.
The periodicals will mainly be procured for the university library, but some will also be procured directly for the institutes and units.
2.2.2 Extent
The annual procurement volume for NMBU is estimated to be approx. 3 500 000 NOK. The estimated volume is not binding and it will depend on the contracting authority's budget situation, activities and other framework factors.
We would primarily like to choose 1 main supplier for periodical subscriptions.
A 2 year contract will be signed with an option for an extension for 1+1 year, total 4 years.

If there shall be performed services or building and construction work as part of the contract contest, the following provisions with requirements for prevailing wages and working conditions apply, cf. regulation 8.2.2008 no. 112 about wages and working conditions in public contracts.

The tenderer shall ensure that employees in their own organisation and the employees of any sub-contractors do not have wages and working conditions less than those required by collective agreements, regulations or that which is normal for the location and occupation. This only applies to employees who are directly involved in fulfilling the contract. The head of the business is responsible for complying with this regulation.

All contracts entered into by the tenderers involving the execution of work in accordance with this contract shall contain similar provisions.
If the tenderer fails to comply with the clause, NMBU reserves the right to withhold any portion of the contract total until there is documented evidence that the relationship is in order. The sum to be withheld shall be equivalent to 2 times the saving for the Contracting Authority.
