Statsbygg would like a service provider of organisation and manager development who can challenge, provide support, advice and take the initiative to carry out processes with the aim of achieving the targets we have defined.
Statsbygg would like assistance within the disciplines:
— Organisation development.
— Value based management/manager development.
— Team development and team work.
— Competence development:
Manager development programme,
Mentor programme,
Meeting management,
Process management.
— Communication,
— Coaching — manager groups, managers,
— Assist in mapping needs and working out initiatives.
This is not a complete list. Services can be requested for adjacent areas. The requested assistance will be for the entire organisation, but with particular focus on directors and middle managers, a total of approx. 130 persons. Statsbygg has many professional groups, with the main emphasis on engineers, architects and trades.
We require approx. 6-10 consultants for this contract. The amount of time that the consultants are used will vary somewhat, but all of the consultants can be needed at the same time. We would like to have 1 consultant who is dedicated to each manager group.
The estimated number of hours in the contract period is 800-1 000 hours per annum. This is only an estimate and it is not binding as regards how much the consultants will be used.

The framework agreement will be valid from May 2015 - May 2017, with an option for Statsbygg for 1 year + 1 year on the same terms.

The service provider is required to have a legally established company.
Documentation:
Company Registration Certificate.
Foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered. A company registration certificate shall be enclose for any sub-suppliers.
Økonomisk og finansiell stilling:
Credit rating from a publicly certified credit evaluation agency. Not older than 6 months. The entire report shall be submitted, and it shall include the key figures for the last 3 accounting years.
If there is no credit report, the tenderer may alternatively enclose its accounting statements, with the auditor's report, for the last 2 financial years.
Minste nivå(er) av standarder:
Service providers are required to have a good financial ability to fulfil the contract and be credit worthy or better (minimum rating A or equivalent).
Teknisk og faglig kapasitet:
Description of the service provider's area of expertise.
Organization chart and overview of the number of people the service provider can currently use under the terms of the contract.
An account that the service provider has spare capacity to carry out the assignments in the contract.
An account of comparable assignments that the service provider has carried out in the last 5 years. The account shall include information on the contracting authority's name, type of assignment with a description of the type of roles and assignments, the size of the contract (excluding VAT) and the period in which it was executed. The account is to be provided on the attached form. Completed reference list for the last 5 years, cf. Annex.

Minste nivå(er) av standarder:
Service providers are required to have a secure ability to fulfil the contract, good capacity and qualifications.
It must be possible to dedicate 6-10 consultants to the contracting authority in the contract period.
A minimum of 6 consultants must have senior competence, i.e. a minimum of 8 years experience with consultancy assignments within organisation and manager development.
Very good professional competence and experience is required from equivalent assignments and complexity.

a) The best qualified will be chosen to submit a tender, the service provider's professional qualifications will be most decisive in this selection process.
