Oslo kommune has a goal that the individual resident shall be able to live an active life and live in their own home as long as they wish. Increased mastery of every day life, better quality of life and improved safety shall be a focus in the preventative work. A part of this is to use technological welfare solutions as a support in addition to the executive health service.
Currently many resources are utilised in the district home services to ensure that users who are dependant on medication several times a day, take their medicine. Manual procedures can also cause medicating errors. Many users will benefit from an electronic medicine dispenser in their own home that automatically reminds the user to take their medication. If the medicine is not taken or an error has occurred, a warning will be sent to the responsible supervisor. As a result of this, Oslo kommune wants framework agreements for electronic medicine dispensers.
The need for electronic medicine dispensers is divided into two categories. Framework agreements will be signed for each of the categories to ensure the best possible contest within each category. The two categories are:
1. Individual medicine dispenser with monitoring system, training and assistance for installation
2. Advance medicine dispenser with monitoring system, training and assistance for installation.

Oslo kommune currently has an agreement with Apotek1 for the purchase of multi-doses for approx. 5 000 users annually. Recognised current demand for dispensers is estimated to be approx 1 000-1 500 users, i.e. users who will benefit from a dispenser procured by the municipality. This includes both categories. However, one cannot ignore that further testing will detect needs for new user groups beyond this. Other experiences indicate that the replacement of users will be approx. 20 % a year.The Contracting Authority has estimated that the total value can be approx 10 000 000 NOK over 4 years. These estimates do not entail obligations for the Contracting Authority connected to what will actually be called-off beyond the framework agreements.
