Framework agreement for media agency services

Norsk Tipping AS

The media agency shall carry out agreed assignments within the following areas:
— The service provider shall contribute to make Norsk Tipping's media procurements for efficient in all media channels, as well as optimising Norsk Tipping's digital market operation.
— Norsk Tipping is working to develop new collaboration and business models with major Norwegian media actors. Norsk Tipping would like a media agency who can fill the role of both strategic and operative coworker and consultant in this work.
— The service provider shall have the ability to see the company's portfolio as a whole and shall be able to provide strategic and tactical advice in order to optimise the use of market resources in a Paid Owned Earned Media (POEM) perspective in the short and long term.
— The service provider shall develop a media strategy, media plans, reports and evaluations in accordance with the approved plans and budgets for use in paid, own and earned media.
— Other services that will naturally be a part of this framework agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
* The service provider shall have their tax and VAT payments in order.
— Tax certificate for taxes;
— VAT certificate;
— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.
The service provider must have a functioning HSE system.
— Completed HSE self-declaration.
* The service provider must be a legally established company.
— Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.
* The service provider cannot have a contractual relationship/cooperation with customers who are aiming to provide services in the Norwegian lottery market without authority in Norwegian lottery law, or who are involved in activities with other service providers who can create a conflict of interest or prevent the service provider fulfilling the contract with Norsk TIpping.

— The service provider shall describe how they will comply with this requirement and at the same time ensure that this will not be a conflict in the contract period with Norsk Tipping.
Økonomisk og finansiell stilling:
Service providers shall have solid finances.
— Income statement and balance with notes, as well as annual reports and auditor's report for the last 2 years. In addition, the cash flow statement its required for the companies that are obliged to provide this.
— Credit rating, not older than the date of the procurement notice.
— The last available quarterly accounts for the current year, if it is more than 6 months since the last annual accounts.
— Any other information of relevance to the company's fiscal figures.
Teknisk og faglig kapasitet:
A) Organisation and capacity
The service provider shall have an organisation with the capacity to fulfil the contract.
— The service provider shall briefly describe;
— His organisation;
— Company form, ownership structure, location, etc.;
— Organisation chart, number of employees etc.
— Sub suppliers who can be relevant for this contract.
— Sub suppliers and collaboration partners who can be relevant and who could be used.
— An overview of their estimated contribution.
— A short description of the sub suppliers' organisation, company form and ownership structure, as well as the name of the manager.
Sub suppliers shall be approved by Norsk Tipping.
Any constellations shall also be approved by Norsk Tipping.
B) The service provider's vision and core competence
— The service provider shall describe his company's vision and core competence.
— The service provider shall also describe what his core competence is and how the company works to develop its own competence within new and traditional media channels.
C) The service provider shall be a well-established company within the disciplines requested in point 1.2 and shall have experience with major brands.
— The service provider shall describe his experience in seeing to major brands with a large extent and complex problems.
— The service provider must be a consultant within brand development and media strategies, in particular within digital and total media plans in a POEM-perspective etc.
— The service provider shall refer to 2 reference customers with major brands whom they have currently have a contract with. Describe one assignment per reference customer, the assignment's extent and contact data for the customer's reference person(s). Fill in Appendix 2. (7.3_c_ Experience with major brands.)

D) Collaboration model The service provider shall be flexible as regards a third party collaboration with the contracting authority and an advertising agency.
— Give a short description of a real collaboration model that refers to the work process and role division.
— An authorised representative for the service provider shall sign the client confidentiality declaration for external service providers, Annex 2, and this shall be enclosed with the application (7.5_Taushetserklaering.pdf).

If there are too many qualified applicants, the selection will be based on who is the best qualified. If more than 5 applicants fulfil the qualification requirements, the qualification applications will be evaluated in accordance with who best fulfils the requirements that will be evaluated, i.e. the technical and professional qualification requirements in the qualification documentation point 3.4.
