DSS shall establish a framework agreement with one service provider for the maintenance and further development of the entity's security system within network security products. Hereafter called ‘the security system’. The products that shall be maintained are in annex A — equipment overview of the qualification documentation, see point 2.8 in the qualification documentation.
A contract for the maintenance of all the products (software and equipment) included in the security system shall be signed with only one service provider due to security considerations. A total procurement is also justified, however, by the fact that the relevant products are closely integrated in each other in DSS'security system and an overall understanding is required in order to carry out maintenance and to develop the system in a satisfactory way.
The maintenance contract shall include support and maintenance services and an option for supplementary purchases/replacement purchases of licences and equipment in the existing security system when necessary. This can also, to a certain degree, include new products (upgrades) from the same manufacturers in order to follow technical developments. In the coming years DSS will, in addition, need to purchase additional services for consultancy services from technical lCT consultants who shall provide assistance within operations, troubleshooting and recovery, upgrades, changes and further development of the security system. The contract is meant to be dynamic, so that the need for expertise can be changed in accordance with the system being further developed.

The call-offs on the framework agreement are difficult to estimate, as the need can vary a lot from year to year. This depends, amongst other things, on the extent of grants for modernisation projects, relocalisation or other unforeseen events. The total annual value is estimated to be between 2 000 000 NOK and 9 000 000 NOK per annum excluding VAT. The estimate is based on consumption in previous contracts and is consequently not binding for the contracting authority. The call-offs on the framework agreement can be both for more or less than the estimate due this uncertainty. Further information on the distribution of the volume of the various services will be given in the tender documentation. The contract is non-exclusive and DSS reserves the right to procure services or equipment covered by this contract from other suppliers in individual cases. The intention is that the contract shall cover DSS'need for maintenance of and assistance with the entity's security system in the contract period, but without any purchasing obligation.

Beskrivelse av opsjoner:
The framework agreement period is two years from when the contract is signed. In addition DSS shall have an option to extend the contract for one year at a time for up to five years (the maximum length is seven years).

1) The service provider shall have paid their taxes and fees (Norwegian service providers only).
Documentation: Tax and VAT certificate, not older than six months from the tender deadline.
2) The service provider must be a legally established company.
Documentation: Company registration certificate or equivalent documentation that shows that the tenderer is registered in a trade register in his home country.

3) The service provider shall have sufficient economic and financial capacity to carry out the maintenance and further development of DSS'security system.
Documentation: Annual report, the auditor confirmed annual accounts and an overview of the turnover for the accounting year 2014 or the last available year.

Minste nivå(er) av standarder:
As a minimum tenderers must, in their stated reference cases, in total document experience from maintenance and consultancy services connected to Checkpoint, as well as most of the other products in Annex A.
Teknisk og faglig kapasitet:
Tenderers shall have relevant experience from the provision of maintenance and further development work on the security products (at product level) that are described in chapter 2 above and in Annex A of the qualification documentation.
Documentation: A list of the tenderer's relevant contracts in the last five years. Tenderers shall document their experience as specified in Annex C of the qualification documentation. Product level means that tenderers must be able to document experience with NAC, Checkpoint ++ etc. See the qualification documentation for further information.

Personnel from the service provider who will be used to provide the maintenance nad further development services shall be security cleared at ‘SECRET’ level in accordance with the current procedures from Nasjonal Sikkerhetsmyndighet (NSM). The service provider must, therefore, have personnel who are, or who can be, security cleared. The service provider is liable for any delay if he cannot start the work/carry out deliveries due to a lack of persons who are security cleared.
