Framework agreement for land surveying services — special surveying

The aim of the framework agreement is to ensure the provision of land surveying services, restricted to special surveying assignments, where the contracting authority does not have the capacity to undertake the service itself.
The contract will cover the Norwegian Public Road Administration's entire area, i.e. Nord-Trondelag, Sør-Trøndelag and Møre og Romsdal counties. The area is divided into 2 districts in the framework agreement: Trøndelag and Møre og Romsdal. Service providers can quote a price for special surveying for 1 or both districts. No price may be quoted for a smaller geographical area than 1 district.
This contract includes the following types of land surveying services:
— Special surveying:
Basic network:
— Control of the existing basic network;
— Supplements to the existing basic network;
— Establishment of a new basic network, including all work and all deliveries for the establishment and marking of the permanent markers.
Terrain data:
— Control of the existing data in the existing terrain model;
— Supplementing data in the existing terrain model;
— Establishment of a new terrain model;
— Builder checks.
Survey data:
— Control of placed markers for all types of road data (geometric checks);
— Surveying/placing markers for road construction (centre lines, shoulder edges, impacts etc.).
Levelling:
— Settlement measurements (bridges, buildings, etc.).
Laser scanning:
— Ground laser scanning of constructions for engineering design;
— Ground laser scanning for terrain measurements;
— Laser scanning from vehicles.
Special surveying/laser scanning from drones:
— Terrain measurements;
— Control of rocks in areas vulnerable to landslides.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company's tax affairs shall be in order in relation to payment of tax and charges.
The tenderers shall enclose two certificates:
1. Certificate issued by the tax collector or municipal cashier (tax, preliminary tax, attachment of earnings and employer contributions).
2. Certificate from the tax office in the region concerned (VAT).
Norwegian companies: These certificates shall be as recent as possible and not older than 6 months old from the tender deadline. Both certificates shall be designated RF-1244 and be determined by the Directorate of Taxes.
Foreign companies: In the case of foreign service providers, certificates shall be presented which document the fact that the tenderer has met it's obligations concerning the payment of tax and duties.
HSE self-declaration.
The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Tenderers shall enclose a completed and signed HSE self-declaration. (A template for the statement can be found at: http://www.lovdata.no/for/sf/fa/ta-20060407-0402-035.html).
The statement shall be signed by the general manager and a representative of the employees.
The service provider must be a legally established company. Documented by:
Norwegian companies: Company Registration Certificate
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the service provider is established.
B.2.3 Working partnership — statement of joint and several liability.
Where the tenderer is dependent on other service providers in order to qualify, a declaration of joint and several liability to the contracting authority and third parties must be submitted with the tender.
Furthermore, each individual participating company in the working partnership must provide information on their company as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements except HSE. Each participant will be individually assessed for HSE.

Where the service provider is dependent on a sub provider in order to be qualified, the service provider must document for the contracting authority that the service provider will have authority over the necessary resources.
This can be documented by the service provider presenting a mutual declaration of obligation or equivalent.
Økonomisk og finansiell stilling:
Annual reports for the last 3 fiscal years which includes the board's annual report, income statement, balance sheet, notes, and the auditor's report.
The contracting authority reserves the right to obtain credit ratings of the company from Experian.
Tenderers who are newly established companies and who cannot present the annual accounts for the last 3 years and/or references, must be particularly careful to substantiate that the company has the prerequisites required to fulfil the contract. Other documentation than what is requested here can be accepted in such cases. The contracting authority will use professional judgement to assess whether the presented documentation is sufficient in each individual case.

The service provider must have the financial capacity to carry out the assignment/contract.
Teknisk og faglig kapasitet:
Documentation of completed education and/or experience shall be enclosed with the tender papers.
A list of the most important deliveries and services performed in the last three — 3 — years, including information on value, date and the name of the public or private recipient. A minimum of 3 (maximum 5) reference assignments must be described.
Certificate for the company's quality system/management system issued by independent bodies, which confirm the supplier fulfils certain quality assurance standards, for example ISO 9001:2002.
The contracting authority will also accept other documentation that shows that the service provider has equivalent quality assurance measures. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given.

The person in charge of the company is required to a bachelor or masters degree in geomatics or land surveying.
Relevant experience can replace a lack of formal competence.
The tenderer shall have the requisite professional foundation necessary to fulfil the contract obligations.
A good and well-functioning quality assurance system is required for the services that will be provided.
