Framework agreement for ICT user equipment

Norges Vassdrags- og Energidirektorat (NVE) (the Norwegian water resources and energy directorate)

NVE would like to enter into a framework agreement for ICT user equipment — both laptop and stationary PCs as well as different forms of connected user equipment for a contract period of 3 years with an option for a 1 year extension. NVE is gradually replacing its existing PCs and this is expected to continue throughout the entire contract period. The largest volume is expected to be laptop equipment, but there will be some stationary equipment. Monitors will be a part of the delivery. All the equipment shall be covered by a service agreement. More information on the procurement's purpose and scope is included in Annex 1 Specifications. The contract extent is estimated to 2 000 000 NOK (excluding VAT) per annum, based on previous procurements.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Company Registration Certificate.
A VAT certificate is required (National requirement).
A tax certificate is required (National requirement).
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to implement the assignment/contract. Documentation requirement: Annual Accounts, including the board's annual report and auditor's statement.
Teknisk og faglig kapasitet:
Tenderers shall have experience with deliveries of the same size or to other public departments. Tenderers shall attach a list of the most important relevant contracts during the last 5 years (maximum 5 pages), including information on the value, date and contracting authority. Relevant contracts will be deliveries of the same size and deliveries to public institutions.

A good and well-functioning quality assurance system is required for the products that shall be provided. Documentation requirement: Account of existing routines which document that the requirement is met. If this is described in the company's quality or environmental management system in accordance with ISO 9001, ISO 14001, or equivalent third party verified systems, a valid certificate, as well as copy of the established relevant routines must be submitted.

Tenderers are required to have an internal and external environmental profile, including a good and well-functioning environmental management system; ISO 14001, EMAS, Miljøfyrtårn or equivalent, or substantiate that the necessary environmental management system will be implemented during the first six months of the contract period. Documentation requirement: Tenderers shall enclose any copy of a system certificate issued by accredited certification bodies, or equivalent certificates, a copy of the index in the tenderer's environmental management system, including a brief description thereof.
