Framework agreement for furniture, rugs and lighting

The Ministry of Foreign Affairs would like to enter into a framework agreement with a supplier for the procurement of furniture, rugs and lighting, with the aim of covering the contracting authority's need for cost/environmentally efficient procurements in the contract period. The furniture shall mainly be used in foreign embassies, but the ministry would also like an option for the procurement of furniture for their premises in Norway when needed. In addition the embassies themselves will be able to make call-offs on the contract for appropriate furniture when this is not procured locally.
In this competition furniture will be used as a joint term for furniture, rugs and lighting.
All the furniture shall have a modern design and a form and quality that reflects nordic culture and identity and which relates to the concept and description that the ministry's consultants perform. The selection shall also be of such a quality that the furniture shall be able to be used in especially challenging climate zones.

The embassies'call-offs for furniture for official residences will vary in volume.The framework agreement does not bind the ministry financially, the ministry will only be bound by each individual procurement. Annual amounts always depend on the budget situation and the market situation in general. Attention is drawn to the fact that the framework agreement involves a right, but not a duty, for the contracting authority to use it. The framework agreement shall not prevent the contracting authority choosing other suppliers after a concrete assessment.

Beskrivelse av opsjoner:
The contract includes an option for supplementary procurements for up to 5 years calculated from the date the contract expires including any options. The same contract terms and provisions in this contract are to apply for supplementary procurements.

Underlying and associated departments shall have an option to join the contract at any time during the contract or option period on the same terms as for the Ministry of Foreign Affairs.
If an option for an extension is taken up, entities that have joined the contract can choose to withdraw from the contract.
The ministry would also like an option for the procurement of furniture for the ministry's premises in Norway.

Qualification requirement:
— Paid taxes and duties
Documentation requirement:
— Tax certificate and VAT certificate not older than six months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the tenderer has his head office and by the tax officer in the corresponding county.

— A clean record. The contracting authority will employ a strict practice over service providers that can be connected to improper conditions. Tenderers must confirm that the company has not been legally convicted for the conditions described in annex 5 ‘Self-declaration on conduct’.

Qualification requirement:
— Adequate economic and financial capacity to carry out the delivery where, amongst other things,
creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirement:
—At least three relevant deliveries during the last 3 years with relevance for this contract. Relevant deliveries mean the delivery of furniture to entities that can be compared in size and concept with deliveries to the Ministry of Foreign Affairs, cf. the description in point 2.1.

—Sufficient professional expertise and capacity.
— Environmental management measures. To ensure compliance with the contract's environmentally relevant requirements, the supplier must have the necessary procedures and systems for the goods and services sought.
Documentation requirement:
— Reference list of all of the tenderer's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. What has been delivered and the function the tenderer had in the assignment, must be stated.

— Description of the supplier's professional expertise and capacity.
— An account of the existing routines documenting that the requirement concerning the environment management system has been met. If this is described in the organisation's quality or environmental management system in accordance with ISO 9001, and ISO 14001 or other third-party verified systems, it is sufficient to submit a copy of the current certificate.
