NVE would like to enter into a framework agreement with one contract partner. The framework agreement, which will consist of 1 main service and 1 ad-hoc service as described in the specifications in annex 1, shall cover all the relevant product groups. If the expert would like to join up with sub-suppliers for various disciplines/product groups, the expert shall have the role of coordinator so that NVE only has to deal with 1 party.

The service provider shall have his tax and VAT payments in order. Documentation requirement: — Tax Certificate — VAT Certificate A certificate for tax and a certificate for paid fees issued either by the local tax office or the tax collection office where the supplier has their headquarters. (Link to the Tax Department) The certificates shall not be older than 6 months. — Foreign service providers must provide certificates from authorities corresponding to the Norwegian ones.

The service provider must have a functioning HSE system. Documentation requirement: HSE declaration.
The service provider must be a legally established company. Documentation requirement: — Norwegian companies: Company Registration Certificate. — Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the service provider is established.

Minste nivå(er) av standarder:
The service provider must have the financial capacity to carry out the assignment/contract. Documentation requirement: Annual Accounts, including the board's annual report and auditor's statement.
Teknisk og faglig kapasitet:
The service provider shall have the capacity and ability to fulfil the contract. Documentation requirement: An account of the manpower that the service provider can use for fulfilment of the contract.
Minste nivå(er) av standarder:
The service provider shall have experience from a minimum of 2 equivalent contracts. Documentation requirement: The tenderer must enclose a list of the most important deliveries during the past 3 years, including information concerning value, date and recipient (name, telephone number and e-mail address). References will be contacted if necessary. The list shall make up a maximum of 4 pages.
