Framework agreement for engineering design services

The contracting authority would like, via this this competition, to enter into a framework agreement for engineering design services (preliminary engineering design, detailed engineering design, general consultancy and preparing technical plans) within water, sewage and roads. Associated assignments in construction, geotechniques, district heating, landscape architecture (LARK), land surveying, as well as coordination between cables and other infrastructure in ditches shall also be carried out.
The framework agreement includes renovation projects and new installations within the above mentioned disciplines. And within the state development classes. The framework agreement cannot be used if work assignments require a higher development class that that stated.
If the value of a relevant engineering design assignment is estimated to be above 500 000 NOK excluding VAT, the contracting authority reserves the right to hold a competition for the assignment; the contracting authority is, in other words, then not obliged to use the framework agreement.
The award of assignments in the contract period (call-offs) will, as a starting point, be done in accordance with the ranking resulting from the evaluation of the award criterium lowest price, cf. chapter 7.
The contracting authority will, however, attempt to divide the total amount of assignments in accordance with the following distribution:
1st place 50 %
2nd place 30 %
3rd place 20 %
If a tenderer abstains from an assignment during a call-off, for example, with a referral to insufficient capacity, the right to a distribution based on a percentage ceases. In such a situation the contracting authority will have the right to use one of the other service providers that the contracting authority has a framework agreement with.
