This contract is a framework agreement between the Directorate of Fisheries and NIFES and the service provider for the continual provision of electrician services (heavy and low current). The contract is for el-tele/data installations, materials, troubleshooting, repairs, annual inspections of/inspections of emergency lighting installations, thermographing and internal control of electrical installations in buildings that are used by the Directorate of Fisheries in Bergen and buildings that are used by NIFES in Bergen.
The contracting authority has reservations on the award of contracts for work/measures for which an application has to be filed in accordance with the ‘Planning and Building Act’ and the ‘Regulations on Building Matters’. The contracting authority reserves the right to hold separate competitions for this type of work.
The company is required to have authorisation or equivalent, as well as certificate of apprenticeships for installers. The work that is carried out shall have certified fireproofing.
The contracting authority is dependent on the service provider being able to work as independently as possible and that the service provider can offer a permanent team for the provision of the services.
This framework agreement gives the Directorate of Fisheries and NIFES the right, but not a duty to award contracts within the framework agreement. The Directorate of Fisheries and NIFES are not obliged to procure any specific amount of goods or services in the framework agreement.
A framework agreement will be signed with one service provider for the assignment. The duration of the framework agreement will be 2 years. The Contracting Authority shall have the option to prolong the framework agreement for a further 1+1 year, to a total maximum of 4 years.
The contracting authority can give 6 months notice on the contract throughout the contract period.

Requirement:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

For foreign tenderers:
— Foreign service providers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderer must be a legally established company.

The tenderer must have good conduct.
The tenderer will by way of declaration confirm that the requirements in appendix B are fulfilled.

Requirement:
The tenderer shall have sufficient financial strength to be able to comply with the contractual obligations.
Documentation requirement:
The tenderer's annual accounts including notes with the Board's and the auditor's reports from the last 2 years.
If the Annual Financial Statements for the previous year are not finished before the tender deadline for this contest expires, the previous year's Annual Financial Statements should also be attached.
The Contracting Authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position.
The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar.

The tenderer must have adequate implementation ability.
Documentation requirement:
A short, overall description of the company shall be given, including:
— An account of the company's business concept and core competence related to the scope of the delivery.
— An overview of the company's history, organisation, resources (i.e. the service provider's general and professional capacity) and ownership, as well as a description of the current company.
— Description of how the tenderer is organised for the implementation of this contract.
— A brief description of the overall quality assurance system that the tenderer will use for carrying out this contract.
The tenderer may choose to rely on other companies' capacity to meet the technical and professional qualification requirements.
The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar.

Certificates from three similar contracts in the last 3 years. The certificates should be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:
— A brief description of the assignment.
— Date of execution.
— Scope of the assignment in monetary amount.
— Name, and telephone number of the reference person at the contracting authority.
If it is not possible to acquire signed or verified attestations, the service provider shall provide a list of all relevant assignments with descriptions according to the above points. Annex H shall be used as the template for the list.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
Tenderers must be registered in the Elvirksomhetsregisteret.
Registered in the Direktoratet for sammfunnssikkerhets- og beredskap's (DSB's) Elvirksomhetsregister.
The contracting authority reserves the right to contact a local electrical inspection authority in order to clarify compliance with the requirements in the ‘Regulations on electro companies and qualification requirements for work connected to electrical installations and electrical equipment’
