The Norwegian Ministry of Foreign Affairs

Framework agreement for the delivery of analyses of Norwegian business globally. It is crucial to be able to compare business activities in countries and regions according to variables such as as turnover, exports, investments and number of employees. Changes over time are also of interest. The need goes beyond the statistics / information publicly available today. If the supplier does not already possess such data, they must be gathered as part of deliveries.
The agreement will also include the delivery of related courses, presentations and background information and the like in connection with travel, meetings, etc. of relevant topics covered by the framework agreement.
More detailed information on the above mentioned for Norwegian based companies will be an important knowledge base for for the foreign service to:
1) in its efforts to promote Norwegian business, and
2) follow up the Government's white paper on private sector development in Norwegian development cooperation.
The Norwegian Ministry of Foreign Affairs and the foreign missions shall have the right to make call offs on the framework agreement when needed.

Qualification requirements:
1 The tenderer must be a legally established company.
2 Good conduct. The tenderer must confirm that the company has not been legally convicted for the conditions described in the ‘Self-declaration on good conduct’.
Documentation requirements:
1 For Norwegian tenderers, the legal registration will appear on the tax certificate; therefore it is not necessary to enclose a company registration certificate. Foreign tenderers must enclose a copy of the registration.
2 The ‘Self-declaration on conduct’ must be enclosed the tender, completed and signed.
Økonomisk og finansiell stilling:
An assessment of creditworthiness issued by a renowned commercial credit reporting bureau.
The assessment must include a creditworthiness degree (rating) of the tenderer — typically indicated by rating code or a short description. The assessment shall include or be attached:
— an explanation of the rating code and the scale of possible rating codes, and
— the partial assessments that is the basis for rating, and
— annual turnover.
The assessment should be based on the latest annual accounts, and must not be issued later than 6 months prior to the deadline for receipt of request for participation in the competition/tenders. The date of issue must be marked on the assessment.
Minste nivå(er) av standarder: The supplier must have a economic capacity to fulfil the contract.
Teknisk og faglig kapasitet:
1. Similar assignments includes collection, processing and analysis of economic data. Assignments are not just limited to industry analysis, but also other kinds of economic analysis.
A description of the tenderers three most relevant assignments during the past three years. The description must include a specification of the assignment value, date and recipient (name, phone and e-mail.) References may be contacted by the need for clarification of the assigment’s relevance. It is, however, the tenderer’s responsibility to document relevance through the description.

If the tenderer had the role of subcontractor in one or more of the assignments, which means that another firm was responsible for the delivery in relation to the recipient / customer, this must be stated, and the tenderer’s role in the assignment described.

2. Description of the tenderer’s average workforce during the last three years within the tendereer’s business area that performs assignments of the kind the contracting authority requests. If the tenderer has plans involving changing the workforce the coming years compared with recent years, please explain. Do not attach any CVs, and personnel shall not be named.

3. A statement of the supplier‘s quality assurance — management system or copy of certificate issued by an accredited certification body or equivalent documentation.

1 The tenderers must have experience from minimum three similar assignments the past 3 years.
2 The tenderer must have sufficient ability to implement and capacity to fulfil the contract. Hereunder the tenderer must have access to minimum 4 persons that can contribute in deliveries of the kind the contracting authority requests.
3 A good and well functioning quality assurance system for the deliveries is required.
