DSS would like to enter into a parallel framework agreement with three service providers. The framework agreement shall ensure the provision of consultancy services for the development, maintenance, management and operation of internal and external network systems as well as interaction, publication and information management services for network systems for the joint ministries coordinated by DSS in the contract period. The three chosen service providers must be able to offer a broad service spectrum as described in annex 1 of the contract.
The delivery requirements are described in annex 1 of the framework agreement.

The framework agreement will be valid from the contract date and for 2 years. The contracting authority has an option for a further two years extension, with one year at a time, so that the contract can run for a maximum of four years from the date it is signed.The contract is estimated to have a total value of between 20 000 000-30 000 000 NOK excluding VAT for the 2 year contract period. If the contract is extended for a further two years, the total estimate will be 40 000 000-60 000 000 NOK excluding VAT for all 4 years. The estimate is based on historical figures and call-offs in the future can be higher and lower than the estimate. The volume is thus not binding for the contracting authority. — Tenderers must have an adequate economic and financial capacity to fulfil the contract, in which amongst other things being creditworthy without any requirement for collateral will be adequate.

— The tenderer must be able to prove at least three relevant deliveries in the last 3 years. Relevant here means reference assignments of an equivalent size and complexity as the network based joint systems in the joint ministries. The reference assignments shall show that the tenderer has:

— Tenderers shall have a good abiltiy and sufficient organisation and manpower to fulfil this contract.
Documentation requirement:
— Reference list of the tenderer's contracts over the last three years with relevance for this assignment. The list of references shall as a minimum include:
a) Brief description of the contract.
b)The time of the delivery.
c) The monetary extent, if possible
d) Name, and telephone number for the reference person at the contracting authority.
2. A short, overall description of the organisation shall be given, including:
— A description of how the tenderer is organised for the implementation of this framework agreement.
o A description/overview of the tenderer's total manpower.
4.5 Requirements for the use of sub suppliers
If sub supplier(s) are used, the following documentation shall be enclosed:
— Name, address and organisation number (company registration) for the sub suppliers.
— Description of which part of the contract shall be taken care of by subcontractors
— If the service provider is relying on subcontractors to meet one or more of the qualification requirements, adequate documentation should be provided to enable the subcontractors to prove that the requirement has been met.
A liability declaration, partnership agreement or equivalent form of documentation shall be enclosed which shows that the tenderer actually prevails over the necessary resources of the listed sub-suppliers.
