The primary purpose of the assignment is to document heritage values, both for buildings and park/landscape installations and establishment of the technical condition data of the Directorate of Public Construction and Property's heritage properties in their database (dRofus). The data shall be utilised as a basis for management plans and in the Directorate of Public Construction and Property's digital building information models (BIM).
The properties heritage protection is defined in the country conservation plans. This states the purpose of the protection, the scope (protection classification 1 or 2, exterior/interior/outside 1) and the basis for the protection.

The Directorate of Public Construction and Property hereby invites tenderers to an open tender contest on framework agreement for consultancy services to management plans for the Directorate of Public Construction and Property's heritage properties.In accordance with ‘The Royal Decree overriding plementary provisions on the management of state heritage properties’, management plans shall be prepared for all of the state's heritage properties. The Directorate of Public Construction and Property manages approx. 130 of these properties.In the years 2008 to and including 2015, management plans have been prepared for a number of properties.From and including 2016 to and including 2018, it is planned to prepare management plans for the remaining approx. 50 heritage properties in the the Directorate of Public Construction and Property's portfolio.For preparation of these management plans, The Directorate of Public Construction and Property requests consultancy services for:a) Write the overriding management plan for each individual property,b) Register heritage values for each individual property,c) Write individual technical condition analyses.This shall form the basis for FDVU on The Directorate of Public Construction and Property's heritage properties.The consultancy services for this will be carried out by a group of collaborating disciplines with competence in:— Cultural relic protection (building/landscape),— Landscape gardening and/or landscape architecture,— Technical condition analyses (building),— CAD drawing.

An information meeting will be held for all tenderers on Wednesday 30.9.2015, 12:00 at the premises of The Directorate of Public Construction and Property in Biskop Gunnerus Gate 6 (Byporten), 7 Floor. The purpose of the information meeting is to reveal and clarify any vagueness in the tender documentation and carry out further specification of the assignment. The tenderers are asked to thoroughly examine the tender documentation prior to the information meeting and any questions should be presented in advance, c.f. Point 1.6) below. Minutes of the meeting will be published on Doffin. Participants of the meeting must provide their name and company. Travel expenses, etc. in connection with the information meeting will not be covered by The Directorate of Public Construction and Property.

The tenderer is required to be a legally established company and have secure implementation ability (document sufficient capacity in the requested competence areas attached to the assignment description).

1. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the enterprise is registered.

2. Overview of the number of employees in the company with relevant competence and employees who work with this type of assignment.

Økonomisk og finansiell stilling:

Secure financial implementation ability. Credit worthiness is required.

Credit rating from a certified credit rating agency. Not older than 12 months. The entire report shall be submitted, and it shall include the key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution.

2 tax certificates shall be submitted:

— Tax certificate (tax, advanced payment, attachment of earnings, employer contributions),

— VAT certificate.

Teknisk og faglig kapasitet:

The tenderer is required to have good technical and professional qualifications as well as broad experience with work on heritage properties according to the attached assignment description.

2. Overview of 3 reference projects with transferable value in the last 3 years with information about (maximum 1 page per project):

— The name of the project,

— Description of the company's competence area,

— The Contracting Authority,

— The project's size and the protective status of the property,

— The company's assignments/function in the project,
