The properties connected to this portfolio comprise The Royal Palace, Oscars Hall, Bygdø Kings Estate and other governmental properties at Bygdø. The assignments will include projects connected to these properties. The Statsbygg employee responsible will vary from assignment to assignment.The property portfolio will vary due to purchase, sale and supply of new buildings. The properties are of varying age and different types of construction engineering. Several are listed with protection classification 1.In addition, in some cases, the properties are covered by The Security Act.The purpose of entering into framework agreement for construction management is to ensure sufficient capacity and good competence at all times. By using framework agreements, Statsbygg wants to connect with permanent construction managers who can be quickly summoned when needed for both short and longer assignments.The assignments shall be paid according to the number of hours worked.Any business travel in connection with the assignment shall be approved in advance by the Contracting Authority, and any approved duties are covered by Statsbygg according to government rates.An hourly based contract is being set up for each individual assignment in which an upper limit for the work is agreed at the commencement of the work.With all orders (call-offs) on the framework agreement, Statsbygg c/o the Contracting Authority shall send a letter of order with a description of the assignment with framework figures for time and cost.Estimated scope of work is approx. one to two man labour years per year, but this can vary based on requirements, projects, budget and other staffing.

Beskrivelse av opsjoner:
The duration of the framework agreement will be 2 years from the signing of the contract.
There will be a unilateral right for the Contracting Authority to extend the agreement on verbatim terms for 1 year + 1 year.

Requirement: The tenderer is required to have a legally established company and a secure implementation ability.
Documentation:
1. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the enterprise is registered.
2. Overview of the number of employees in the company, and employees who work with this type of assignment.
3. There is a requirement for the company to have a minimum staff of four qualified construction managers who can work at the construction site. Smaller companies must be able to document the capacity of binding collaboration agreements with other construction manager companies.

Requirement: Secure financial implementation ability
Credit worthiness is required (rating A or equivalent)
Documentation:
1. Credit rating from a certified credit rating agency. Not older than twelve months. The entire report shall be submitted, and it shall include the key figures for the last three financial years. The rating shall be carried out by an officially certified credit rating institution.

— Description of tenderer's assignment
Requirement: The tenderer is required to have the competence and experience necessary for carrying out the role of a safety, health and work environment coordinator (SHA) in the execution phase in a good manner.
1. Competence plan/description of how the organisation focuses on SHA
2. Overview of the reference projects from the last three years where each tenderer has had the role of HSE co-ordinator during the execution phase, with indication of:
— the name of the project
— the contracting authority
— the project's size in m2 and cost
— type of building
— type of contract
— the assignment's contract value excluding VAT.
— the company's assignments/function in the project
— the start-up date and completion date (year) / if not completed — where one is in the project
— in what phases the assignment was carried out.

When the tenders were assessed the stated hourly rates were multiplied by 4 000 hours and added up to form the basis of the tender sum.
