Stjørdal municipality is a municipality with strong growth, with more than 23 000 inhabitants in 2015. The prognosis is that the growth will continue, which will lead to an increased need for services within all sectors. There is therefore also a need to construct new and more municipal buildings, as well as renovate old buildings.
Due to a lack of internal capacity and a large workload, the contracting authority would like to enter into a framework agreement for construction and project management for Stjørdal municipality's small and large construction projects.
A framework agreement shall be signed with 3 tenderers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The tenderer should be a legally established company, documented by:
— Norwegian companies: Company registration certificate.
— Foreign companies: Separate rules, see the tender documents.
2. Tenderers shall have their tax and VAT payments in order, documented by:
— Norwegian companies: Tax certificate and VAT certificate, not older than 6 months.
3. Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE), documented by:
— A completed and signed HSE self-declaration in accordance with Appendix 2 of the public procurement regulations.
Økonomisk og finansiell stilling:
1. The tenderer's approved annual accounts from the last two years, documented by:
— Annual accounts including notes, the board's annual reports and the auditor's reports.
Teknisk og faglig kapasitet:
1. Tenderers shall have relevant experience and competence in assisting public contracting authorities with project management and construction management of projects of various types, complexity/degree of difficulty and extent/size. Documented by:
— Documentation of the 5 most relevant projects in the last 5 years.
Annex D shall be used.
Emphasis is put on the fact that it is the tenderers'/company's experience that is relevant here.
2. Tenderers must have sufficient capacity and ability to execute the contract. Documented by:
— An overview shall be given of the company's total manpower that states the company has sufficient capacity and suitable competence to implement the assignment.
Annex E, competence matrix, shall be used.
Emphasis is put on the fact that CVs for personnel shall not be presented, but that the documentation shall give the contracting authority an overview of the tenderer's total manpower.
3. Tenderers must have a satisfactory and well-functioning quality assurance system.
Documented by:
— Documentation/certificates from independent bodies that confirm that the tenderer's quality assurance system/management system fulfils certain quality assurance standards, e.g. ISO 9001:2002. The contracting authority will also accept other documentation that shows that the tenderer has equivalent quality assurance measures.
