Framework agreement for communication services

Direktoratet for arbeidstilsynet (The Norwegian Labour Inspection Authority)

The Norwegian Labour Inspection Authority would like, via this notice, to enter into a framework agreement with 1 service provider for communication assistance on a strategic and operative level. Assignments under the framework agreement will include, amongst other things, complex communication challenges in all the normal communication channels.
The framework agreement will be for 3 years, with an option for the contracting authority to extend the contract for a further 1 year.
The expected extent and volume of the framework agreement is between 2 000 000 NOK and 4 000 000 NOK per annum. Emphasis is put on the fact that this is only an estimate and is no way binding for the contracting authority as regards call-offs or orders. Particular attention is drawn to the fact that budget priorities outside the contracting authority's control can bring the framework agreement's extent considerable under this estimate. This will particularly apply if the so-called Branch Programmes (see the specifications) decide not to prioritise resources for communication measures.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the service provider is established.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
— Credit evaluation not older than 1 year, based on the last known fiscal figures. The rating shall be carried out by a credit information company that has a licence.
Teknisk og faglig kapasitet:
Tenderers must have the capacity to carry out national campaigns.
—A complete description of the tenderer's organisation, including, but not limited to, an account of the number of employees with their job titles.
Good experience is required from equivalent assignments for public authorities/entities, including experience from complex communication challenges in the normal communication channels.
Equivalent means the type of assignment/services and not the assignment's size.
—The requirement shall be documented by a list and description of references from the most important equivalent services to public authorities/entities in the last 3 years.
The description of each reference must at least include one short account of what assignments and type of communication services were carried out, the date of the reference assignment, the assignment's value and the contracting authority's contact person with contact information.
