Oslo kommune Boligbygg Oslo KF (Oslo municipality, the Municipal Undertaking for Social Housing)

The aim is to enter into framework agreements for clearing, cleaning and emptying flats, sheds and communal areas connected to running and quick commissioning of residential units or expulsions, for major renovations to flats where tenants must move out and otherwise as needed in accordance with the contract documentation.
Boligbygg currently has a contract for clearing/emptying/cleaning that expires in April 2016. This contract shall replace it after its expiry date. Boligbygg has a framework agreement for trade services with several trade groups that also include assignments for clearing, cleaning and emptying uninhabited flats/sheds, etc. in assignments where this is included as a part of a compound trade assignment. Boligbygg also has separate contracts for permanent cleaning of communal areas. The current contract is for other emptying/clearing/washing assignments.

The contracting authority intends to enter into a contract with 3 tenderers. The framework agreements have a total estimated value of 2 000 000 NOK per annum. The Contracting Authority emphasises that the figures are estimates and that the actual volume may vary from year to year. The estimated value is not binding for the Contracting Authority. 1 of the characteristics of a framework agreement is that the concrete assignments and the volume of assignments are not concretised when the contract is signed. These prerequisites are the actual core in the terms for framework agreements. Call offs will take place as and when the contracting authority's needs materialise.

The framework agreement will be valid for 2 years from 21.4.2016. The contracting authority has the option to extend the contract for a further 1 + 1 year.

The tenderer shall be a legally established company:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the contract:
— Credit evaluation/rating, not older than 6 months, based on the last known accounting figures.
The Municipal Undertaking for Social Housing reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the Board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
Good experience from equivalent assignments/deliveries, i.e. assignments of the same nature, complexity, degree of difficulty and extent. An overview of the tenderer's most important relevant contracts in the last 3 years, including information on the contracting authority, date of execution, the value of the contract work, a description of the work, contact person. Annexes can be filled in or a separate form can be used. The Contracting Authority reserves the right to contact the references.

Sufficient capacity and suitable manpower to fulfil the contract:
An overview shall be given of the Company's total manpower, substantiate that the company has sufficient capacity and suitable competence to fulfil the assignment (competence matrix).
Tenderers are required to have a satisfactory quality assurance system:
A certificate of the company's quality assurance system/management system, issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, e.g. ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
