The contract length will be calculated from the agreed start date. The contract is for 2 years with an option for an extension of contract for up to 2 years (1 + 1) year. The maximum contract period is 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Requirement: The tenderer shall be up to date with tax, payroll tax and VAT payments.
Documentation requirement: Certificate for tax and VAT, not older than 6 months calculated from the tender deadline.
i. For Norwegian tenderers: The certificate can be obtained from http://Altinn.no
ii. For foreign tenderers: Foreign tenderers must present equivalent certificates from their country that show that they have the tax payments in order.
2. The tenderer's organisational and legal position:
Requirement: Tenderers shall be a legally established company and shall fulfil the registration requirements.
Documentation requirement:
i. Norwegian tenderers: Company Registration Certificate.
ii. Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The contracting authority will make an assessment on the basis of the accounting figures and key figures registered in Proff Forvalt. All companies that have submitted their accounts to the Brønnøysund Register Centre will be registered in Proff Forvalt. Tenderers are asked to check whether such information is available in Proff Forvalt (www.forvalt.no). Tenderers who have not submitted their accounts to the Brønnøysund Register Centre and are thus not registered in Proff Forvalt, or who do not fulfil the grade requirements, can prove their economic and financial position with bank/parent company guarantees, relevant liability insurance and/or extracts from the annual accounts. The contracting authority will see bank/parent company guarantees or relevant liability insurance as appropriate, if the documentation covers the contracting authority's financial risk if the tenderer does not have the economic and financial capacity to fulfil the contract. The contracting authority's financial risk means the financial loss resulting from the contract not being fulfilled. If a company has not submitted its accounts to the Brønnøysund Register Centre, enclose the accounts, the annual report and the key figures for the last 2 years.

Teknisk og faglig kapasitet:
1. Requirement: Tenderers shall have experience from equivalent assignments.
Documentation requirement: An overview of comparable reference assignments that the company has carried out during the last 3 years. At least 2 of these shall be large municipal customers. Information must be provided on the customer's name, value per annum, content, time frame and the recipient's contact person (name, telephone number and email address).

3. Social dumping:
Requirement: According to the wage and working conditions regulations in public contracts, which were applicable from 1.3.2008, there is a ban on social dumping in public contracts, including working standards and responsible working environment requirements. Employees shall be assured normal normal wages and working conditions.

4. Declaration on child labour:
Requirement: Tenderers shall follow ILO Convention Nos 138 and 182.
Documentation requirement: Tenderers shall enclose confirmation that child labour has not been used in the manufacturing of the products. Tenderers who cannot enclose such confirmation will be rejected.
5. Apprentices:
Requirement: Tenderers shall be a certified apprentice company when the contract is signed/within 2 years of the contract being signed.
Documentation requirement: Tenderers shall enclose documentation that shows that they are a certified teaching company, or describe how they plan to be a certified teaching company.
6. Environment:
Requirement: Tenderers shall be environmentally certified, or will be environmentally certified a minimum of 2 years after the contract has been signed.

7. Sub-suppliers:
The same qualification requirements apply for sub-suppliers and it is the tenderer who is responsible for this as regards fulfilling the contract.
By sub-suppliers we mean suppliers who join the contract on behalf of the contract supplier. If a sub-supplier/dealer goes bankrupt during the contract period, the main supplier must enter into the contract and/or ensure a new dealer.
